Establish standards for the conduct of Auctions
1 - Short Title and Enactment
(1) This Act may be cited as 'Auction Standards Act'.
(2) This Act may be numbered as P.B. 01-048.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Member of Parliament Thritystone.
(5) This Act has been co-sponsored by Member of Parliament Ibney.
2 - Reasons
(1) To date, there exists no formal regulatory framework governing auctions conducted in the State Craft Discord marketplace.
(2) The lack of established rules leaves room for undue influence, manipulation, and conflicts of interest—especially when government officials or third parties interfere in active sales.
(3) This Act seeks to uphold fairness, preserve the integrity of the auction process, and empower the Ministry of Trade and Finance to enforce neutral, rule-bound market practices.
(4) Auctions are binding economic exchanges that should be shielded from comment-based sabotage or attempts to dissuade participation through personal or official influence.
(5) This Act further aims to protect the confidence of buyers and sellers, ensuring free and fair commerce without coercion, commentary interference, or ministerial conflict.
3 - Clauses
(1) The Ministry of Trade and Finance (MoTF) shall establish and enforce the following auction rules for all transactions conducted in the #marketplace channel of the State Craft Discord server:
(a) Auctions are considered legally binding transactions. The seller must honor the highest valid bid, and the winning bidder must complete the purchase. Bidders may not delete a bid once it is made.
(b) Every auction listing must include the following:
(i) Item Title (name of item)
(ii) Starting Bid
(iii) Minimum Bid Increment
(iv) Auction End Time or Conditions of (v) Auction Close
(vi) Any Additional Terms
Modifications to these details are strictly prohibited once an initial bid has been placed. An Auction may be closed only for lack of bids.
(c) All non-bid commentary, cross-talk, or interjections—particularly those discouraging bids (e.g. “not worth it”)—are prohibited during active auctions. This includes posts that may influence potential bidders or derail the integrity of the process.
(d) The Ministry of Trade and Finance is authorized to remove any comments in the marketplace that violate this policy, at its sole discretion, in order to ensure a neutral and fair auction environment.
