I. Jurisdiction​

This complaint is brought under Section 9(1) of the Criminal Code and Procedure Act (A.P. 01‑006), empowering peace officers to file criminal complaints before the Magistrates’ Court following arrest or investigation of a suspected criminal offense occurring within the jurisdiction of Alexandria.
The alleged events occurred within NewHamilton, Alexandria, within the territorial jurisdiction of this court.

IV. Statement of Facts​

On the date 10/22/2025 at approximately 00:24:18, in the jurisdiction of NewHamilton (1819, 93, 2840), the complainant (Constable Nimq_) was unlawfully killed by the defendant (Muggy21).
  • Chat recorded: “Muggy21 has started the fight, you can legally defend yourself!” immediately followed by “999 Muggy21 has murdered you!” at the time of incident.
  • Physical forensic evidence in the form of a Blood Splatterwas recovered at the scene, confirming:
    • Victim: Nimq_
    • Time: 10/22/2025 00:24:18
    • Attacker: Muggy21 (100% confirmed)
  • Chat and game log documentation show the initiation of an unprovoked assault by the defendant.
  • The defendant subsequently logged off while in handcuffs during detainment, obstructing lawful processing and jailing procedures. This behavior indicates mens rea (intent) and knowledge of guilt.

All evidence was obtained lawfully in the course of duties as a Peace Officer under the authority of §6 of the Criminal Code and Procedure Act.

VI. Legal Basis​

The Defendant’s actions meet both the actus reus (guilty act) and the mens rea (guilty mind) elements required for a conviction under §5 of the Criminal Code and Procedure Act:
  • Actus Reus: The deliberate killing of another player.
  • Mens Rea: Intentional initiation of combat leading to death with no lawful justification or consent.
No valid claim of self-defense, necessity, or other affirmative defense appears applicable.

VII. Relief and Prayer​

The Crown respectfully asks this Court to:
  1. Accept this complaint for filing and open formal proceedings under §9(1) of the Criminal Code and Procedure Act.
  2. Summon the Defendant (Muggy21) to answer before the Magistrates’ Court.
  3. Issue an arrest warrant if the Defendant fails to appear voluntarily.
  4. Upon conviction, impose sentence consistent with §21(2)(a), Murder, including jail time, fine, and restitution if applicable.
  5. Consider additional sanction or note for the Defendant’s flight from custody during arrest as obstruction of justice (§20(7)(a)).

The Court pinged what they assumed to be the account of the player Muggy21, which is the person who was summoned to this case. If you are not the player Muggy21 then this ping was incorrect and you will be excused from this case. Please clarify within 24 hours whether this is the case or not.

Under the Constitution of this most noble Kingdom, I respectfully invoke Right #5, the right against the self-production of self-incriminating evidence. The Court's error does not permit this Court to attempt to extend its jurisdiction to a non-party.

I is this subject's most learned opinion, that Part V (22) (7) of the Constitution guarantees all parties a fair and just trial. The Court's failure to properly summon the appropriate party denies the named Defendant's right by failing to notify him and interferes with my right to equality under Section 22 (10), the right to equality.
 
I am taking over as the presiding officer of this case with permission from the High Chancellor.

(I have chosen AsexualDinosaur for the example because they have a different forums username than IGN, as is the case with Mug and Muggy21. It is still true forums users with identical usernames though.)

Therefore, it cannot be known whether or not @Mug is in fact Muggy21. @Mug will not be summoned to speak on behalf of Muggy21 for this reason, unless their account becomes linked to Muggy21.

Seeing as Muggy21 is not a part of the StateCraft Discord server, and will therefore not receive a ping from the summons announcement, they will be sent in-game mail on the StateCraft server for their summons. I will also be sending them an in-game mail on DemocracyCraft as a courtesy, as they have not logged on StateCraft in over 21 days and will at least receive a ping there.
