Amend the Constitution
To Lower the Minimum Number of Seats in Parliament and Authorise the Legislating of Apportionment Acts​

1 - About this Act
(1) This Act
(a) may be cited as the ‘Parliamentary Size Fix Act’ or ‘PSFA’.​
(b) may be numbered as P.B.04-005.​
(c) shall be enacted at the next time Parliament is dissolved upon passing a referendum to amend the Constitution.​
(d) has been authored by Member of Parliament MrNeighbor.​
(e) has been co-sponsored by Member of Parliament PhillinDeBlanc.​

2 - Amendments to the Constitution
(1) Part I, Article 5 of the Constitution shall be amended in the following manner:

"Article 5 — Electoral Terms
(1) Minimum Seats. The Parliament will have no fewer than sixteen eleven seats, excluding the seats of the Speaker and Deputy Speaker.
(2) Representation Ratio. One seat in Parliament is allocated for up to fifteen players each. omitted
(3) Adjusting Seats. The number of seats will be amended based on the number of active players, following the rule of one seat per fifteen active players, but no fewer than sixteen. The number of unique players is determined based on the date that the election was called. Parliament may pass Apportionment Acts in order to determine the amount of seats in Parliament so long as these Acts are in line with the restrictions outlined below. If no apportionment act is currently in effect, then Parliament shall have the minimum number of seats.
(a) Parliament may never have an even number of seats.
(b) Apportionment Acts cannot override the minimum number of seats.
(c) Apportionment Acts may only take effect following the dissolution of a particular Parliament.
(4) Session Length. Parliamentary terms must be no longer than 90 days. Elections must be conducted no more than 2 days prior to the end of the term, and if not called before the 80th day, elections will take place on the 88th day.
(5) Voting System. Members will be elected according to a proportional voting system defined by Parliament."

The Parliamentary Size Fix Act​

Parliament notes:
(1) Parliament is currently oversized and the Constitution forces the size to stay at least 16 seats, along with an unused and unnecessary representation ratio that overcomplicates the size of Parliament.

Based on this, Parliament decides:
(1) To reduce the minimum number of seats to 12.
(2) To allow Parliament to create apportionment acts to resize Parliament itself.

To fulfil this, Parliament projects the following expenses:
(1) Expenses related to running a Constitutional referendum election.

Further, Parliament projects the following administrative efforts:
(1) If this bill passes Parliament, the Ministry of Internal Affairs will need to run a Constitutional referendum election.

To implement the above, Parliament passes:

The number of unique players is determined based on the date that the election was called. Parliament may pass apportionment acts in order to determine the amount of seats in Parliament so long as these acts apportion at least the minimum number of seats set forth in the first section of this Article.
(a). New apportionment acts may only take into effect upon dissolution of Parliament.
(b). If no apportionment act is currently in effect, then the number of seats will default to the minimum number.

AMENDMENT 01
Should the associated Motion to Amend pass, the portion of §2 - of the Parliamentary Size Fix Act shall be amended by replacing the proposed change to Article 5, Section 2 to the following:
