Bill: Rejected Resolution to Declare War Against bernard_madoff

Parliament notes:
(1) On August 3rd, 2026, a petition was made by bernard_madoff to declare war on himself, saying he could “...take you all on,” and that he wanted it to be him versus the server.
(2) By August 5th, 2026, this petition reached a total of 15 ayes, the amount required for a petition to be required for consideration by the government.
(3) The Ministry of Internal Affairs has been notoriously slow to verify these votes and send the petition off to Parliament.
(4) Member of Parliament ComplexKing is filing this as of today, in case the Ministry of Internal Affairs takes too long, and some of the citizens who voted aye no longer meet the requirements to vote on petitions.

Based on this, Parliament decides:
(1) To declare war against bernard_madoff, as permitted by the Constitution Part 3, Section 3, Power 9, saying quote, “Parliament has the power to declare war and authorize military engagement by supermajority vote.”

2 - Content
(1) Scope
(a) Parliament hereby declares war against the player bernard_madoff, pursuant to the power granted under Constitution Part 3, Section 3, Power 9, and against any player who voluntarily joins the conflict on his behalf.
(b) The Ministry of Internal Affairs shall retain its authority under the Battles and Wars Roleplay Act (A.P.01-039) Section 3 Subsection 1 to manage this conflict and to create any rules, timing, or location restrictions it deems necessary.

(2) Assembly of a Military
(a) Parliament shall establish a temporary military for the purpose of this war.
(b) Joining this military shall be voluntary and open to any citizen wishing to serve.
(c) Parliament shall appoint a General to lead this military for this war’s duration, and may create any other roles they deem necessary to operate this military.
(d) Parliament shall allocate a budget to this military by an appropriation within one week of this resolution’s passage.
(e) Upon the war’s conclusion under subsection 3, this military shall be automatically disbanded unless Parliament passes a supermajority resolution to retain it as a permanent military within 2 weeks of that conclusion. If a resolution is not passed within that time frame, this military shall immediately disband.

(3) Condition
(a) This war shall end only under the following conditions:
(i) A public surrender by bernard_madoff;
(ii) A later resolution of Parliament declaring peace; or
(iii) 9 weeks passing from this Resolution’s effective date without further Parliament action.
