Act of Parliament A.P. 06-020 | The Let Only Eligible Players Be Appointed To Parliament Act

Parliament notes:
(1) Recently, Member of Parliament Juno Esperanza de León nominated gwiis to replace the seat left vacant by now Queen Kaiserin Anthropy.
(2) Member of Parliament ComplexKing responded a few hours later with a Point of Inquiry, asking how gwiis, a citizen with 0 hours of playtime, was able to be nominated for the position of Member of Parliament.
(3) Speaker Wigglesworth C. Shimmerclutch responded to that, saying that, “While the elected requirement is 6h/30d, as in you need that to be on the ballot, there is no requirement as far as I know that to be appointed you need to meet that.”

Based on this, Parliament decides:
(1) Any players that are being nominated to fill a seat left open in Parliament must meet the same requirements as being elected.

To fulfil this, Parliament projects the following expenses:
(1) None.

Further, Parliament projects the following administrative efforts:
(1) None.

1 - About this Act
(1) This Act
(a) may be cited as ‘The Let Only Eligible Players Be Appointed To Parliament Act’ or ‘LOEPAP’ for short.
(b) may be numbered as P.B.##-### (to be assigned by the Office of the Speaker).
(c) shall be enacted upon receiving assent from Her Majesty the Queen.
(d) has been authored by Member of Parliament ComplexKing.
(e) has been co-sponsored by Member of Parliament hello1341.

2 - Amendments to the Alexandrian Electoral Act
(1) Section 17 - Eligibility Requirements shall be edited in the following manner:

“(2) To be eligible to participate in an election as a candidate (including as an independent candidate), To be eligible to stand as a candidate for, or be appointed or nominated to fill a vacancy in any elected office (including as an independent candidate), an individual must:
(a) Be a citizen of the Kingdom of Alexandria.
(b) Have at least 6 hours (6h) of playtime logged within the past 30 days (30d).
(c) Have logged on within the last 7 days (7d).
(d) Not be convicted of any crime, or otherwise subject to any legal penalty, which would bar said individual from serving in Parliament.
(e) Hold a valid passport issued by the Ministry of Foreign Affairs.”

AMENDMENT 1
Should the associated Motion to Amend pass, the Let Only Eligible Players Be Appointed To Parliament Act shall be amended in the following manner where the red text shall be removed:
