Amend the Constitution

To Introduce the Office of Deputy Speaker and Ensure Proportionality with the Speaker non-Voting

1 - Short Title and Enactment

(1) This Act may be cited as ‘Speaker of Parliament-Reform-Act’ or ‘SpeakR-Act’.

(2) This Act may be numbered as P.B.01-019.

(3) This Act shall be enacted immediately upon its signage.

(4) This Act has been authored by ItsStormcraft and Capt11543.

(5) This Act has been co-sponsored by Member of Parliament JunoAndrist.


2 - Reasons

(1) The Speaker of the Parliament is an important position, but has serious issues that need to be addressed and clarified.


3 - Speaker of Parliament

Article 4 - Speaker of Parliament
shall be amended as follows:


The Upon first assembling, Parliament elects a Member of Parliament a Speaker to be the presiding officer of the parliamentary chamber, who is the sole Legislative Officer, and who has the following responsibilities and powers holding the following powers and responsibilities:

The largest party of Parliament may nominate a candidate for speaker. Parliament may elect them by a majority.

After election of a Member of Parliament to the Office of Speaker, the party of the Speaker may nominate a compensatory Member of Parliament.



4 - Deputy Speaker of Parliament

A new article entitled “Article 4a - Deputy Speaker of Parliament” shall be inserted after Article 4 - Speaker of Parliament. The new article shall read:


After the Speaker is elected, the second largest party of Parliament may nominate a Deputy Speaker.
After nomination to the office of Deputy Speaker, they are bound by the same limits as the Speaker as defined in Article 4 and hold the same powers, subject only to subordination to the Speaker.

After nomination of a Member of Parliament to the Office of Deputy Speaker, the Deputy Speaker´s Party may nominate a compensatory Member of Parliament.

They assist the Speaker. Parliament decides who will be actively heading parliamentary affairs; in the absence of a provision passed by Parliament, this decision is left to the Speaker and their Deputy.



5 - Electoral Terms
Article 5 - Electoral Terms
shall be amended as follows:

“1. Minimum Seats. The Parliament will have no fewer than twelve sixteen seats, including one seat allocated to the Speaker of Parliament excluding the seats of the Speaker and Deputy Speaker.

3. Adjusting Seats. The number of seats will be amended based on the number of active players, following the rule of one seat per fifteen active players, but no fewer than twelve sixteen. The number of unique players is determined based on the date that the election was called.”

6 - Provisional Regulations:

(1) Immediately following the passage of the above Amendments through referendum:

(a) All Deputy Speakers for the current Parliament shall be nominated. Compensatory seats shall be allocated.

(b) A compensatory seat shall be allotted for the Party of the current Speaker.

(2) The changes to the size of parliament shall not be effective for this session.

The former bill has been amended to it's current version, while it was still in a non-voting phase.
