0.1 - Overview
The Ministry of Development is charged with the responsibility of the following as outlined in the Executive Branch Act §7(1):- Creation of government infrastructure;
- Maintenance of building regulation compliance;
- Management of public transportation networks;
- Establishing plot regulations
0.2 - Policy Information
Ensuring that Ministry policies are legal, transparent, and fair to the majority of people is always the goal of the Ministry of Development.Policies of the MoD strive to be made to achieve the implementation of a legal act that relates to the Ministry.
In general, a policy shall be made or changed with the following process:
- The minister or secretary proposes a policy or change to the public, in the form of a thread on the Development Discord. The public has 24 hours to respond and make suggestions to the policy or change. The proposer shall then have 24 hours to make an amended policy and re-propose the policy to the public for 24 hours.
- After the re-proposed policy has been in the public view for 24 hours, the Minister of Development shall take the policy under consideration for up to 48 hours. It is their discretion on whether to:
- Approve the policy, with it becoming official immediately upon approval unless otherwise designated by the Minister.
- Veto the policy, sending it back to the secretary to rework and re-propose again
In the event of an emergency, the Minister has sole discretion to create a new policy, change or repeal an existing policy that does not follow this process. The Minister must give a reason as to the emergency nature.
0.3 - Ministry Makeup
The Ministry of Development is organized into offices, each with their own employees and responsibilities.0.3.1 - Leadership:
Personnel:- Minister of Development - Leader of the Ministry at-large. Appoints the MoD Secretary to oversee the day-to-day operations of the ministry. Gives direction and vision for the ministry.
- Secretary of Development - Oversees the employees and functions of the MoD on a day-to-day basis. Works with the Minister and Employees to create a proactive and functional ministry.
0.3.2 - Property Standards Team
Personnel:- Chief Inspector - Leads the Property Standards Team in ensuring all plots are following regulations and that redistribution of plots is done in a fair way.
- Property Inspector - Creates property eviction reports for plots that violate the plot regulations. Works with the Chief Inspector and the Leadership to ensure that redistribution of plots occurs.
- Maintenance of building regulation compliance;
- Establishing plot regulations;
- Redistributing plots through various methods.
0.3.3 - Alexandria Build Team
Personnel:- Project Director - Leads the Alexandria Build Team in ensuring that government build projects are on track and reasonable for the bandwidth of the team. Works with leadership to zone or rezone areas.
- Project Manager - Constructs and plans out the buildings and infrastructure for the government. Oversees specific projects that have been contracted out to external groups.
- Builders - Works on projects under a Project Manager and actively addresses simple maintenance in the Kingdom.
- Creation of government infrastructure;
- Management of public transportation network.
0.4 - Ministry Hiring, Pay, and Performance
0.4.1 - Hiring
The Ministry of Development requires an active and creative staff in the Kingdom. For most roles, the basic requirements to be hired are:- 24 Hours of Playtime (across all Minecraft Cities Network servers);
- Have, and be available on discord;
- Have forums synced with in-game account;
- For Build Team - A portfolio of 2 to 5 high-quality builds.
0.4.2 - Pay
The Ministry shall pay a salary aligned to the Pay Scale Act, as well as offer commissions for various tasks.The Chief Inspector and the Project Director shall be considered a Level 4 employee. All other employees are considered Level 0 (commission only) unless provided by law.
0.4.3 - Performance
Upon being hired, the employee must join the Ministry of Development Discord Channel. They will be set up with a virtual office with the leadership team. The Secretary and/or team lead is responsible for onboarding and setting expectations of their employees.Every month, an employee, their team lead, and/or the Secretary should review their performance and get feedback.
Employees of the Ministry of Development are considered at-will unless otherwise specified by law. The employee, Secretary, or Minister of Development may terminate employment at any time for any reason.
0.4.4 - Leave of Absence
Employees needing to take a Leave of Absence must do so in the #leave-of-absence channel in the Ministry Discord. Leave of Absences is not something that is “approved” or “denied”, employees are entitled to take a leave of absence as they see fit!Employees must use the template found on the #leave-of-absence channel.
