Establish a Code of Ethics for Civil Servants
1 - Short Title and Enactment
(1) This Act may be cited as the ‘Government Code of Ethics Act’.
(2) This Act shall be numbered as P.B. 01-001
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Prime Minister Dartanboy and the Sovereign Kingdom Party.
(5) This Act has been sponsored by Prime Minister Dartanboy.
(6) This Act has been co-sponsored by Minister of Justice Ibney0.
2 - Reasons
(1) We require a code of ethics for civil servants
3 - Definitions
(1) A Conflict of Interest occurs when an entity’s private interests, including but not limited to family; friendship; financial; or social interests, could reasonably compromise his or her judgement, decision-making, or actions in their public work.
(2) A Civil Servant is a Secretary, Deputy Secretary, or lesser employee of a Ministry.
4 - Code of Ethics
(1) Where a Civil Servant has a Conflict of Interest, they must inform their direct supervisor of the Conflict of Interest and, where feasible, avoid working in the area in which their Conflict of Interest exists.
(2) Civil Servants shall uphold citizens’ constitutional rights, even where it may be inconvenient to do so.
(4) Civil Servants shall act impartially and not give preferential treatment to any private organization or individual.
(5) Civil Servants shall place their loyalty to the Crown and Constitution before any other entity.
(6) Civil Servants shall not, except where provided in law, accept any gift or other item of monetary value from any person or entity seeking official action from, doing business with, or conducting activities regulated by the assigned department.
5 - Failure To Follow The Code of Ethics
(1) Should a Civil Servant fail to follow the Code of Ethics, they may be subject to disciplinary action, up to and including immediate termination.
(2) Upon a Civil Servant violating the Code of Ethics, the Ministry of Justice may investigate and charge the individual with the relevant crimes prescribed by law.
6 - Oath of Civil Servants
(1) Applications and Expressions of Interest for employment as a Civil Servant shall include the following question:

(a) If a Ministry's policies fail to uphold citizens' Constitutional rights, a Civil Servant following the policy shall not be liable for violating citizens' rights.
(3) Civil Servants shall not use public office for private gain.(4) Civil Servants shall act impartially and not give preferential treatment to any private organization or individual.
(5) Civil Servants shall place their loyalty to the Crown and Constitution before any other entity.
(6) Civil Servants shall not, except where provided in law, accept any gift or other item of monetary value from any person or entity seeking official action from, doing business with, or conducting activities regulated by the assigned department.
