Establish the Budget Process for the Government.​

1 - Short Title and Enactment
(1) This Act may be cited as the ‘Government Budget Act’ or ‘GBA’.
(2) This Act may be numbered as P.B01-013
(3) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Ameslap and the Sovereign Kingdom Party.
(4) This Act has been co-sponsored by Dartanboy.

2 - Reasons
(1) The government should have a balanced budget.
(2) The budget should be consistent in how it is structured and formatted.

3 - Submission and Debate
(1) The Government and the Opposition may introduce a Budget Act for debate.
(a) The Government and the Opposition may submit a single, unified Budget Act or they may each submit their own Budget Acts. No more than two Budget Acts may be submitted, one from the Government and one from the Opposition.
(b) Debate and amendments on the Budget Acts begins when the budget is submitted, in accordance with the rules established by the Parliament. A motion can be made to end debate and amendments early with a simple majority.

(2) After debate on the Budget Acts, the following events takes place in order:
(a) Parliament votes on the Budget Acts for twenty-four hours, starting with the budget submitted by the Government. If a majority of votes in favor of the budget is reached, the Government budget is sent for signage by the Crown. Voting ends when a majority is met or is impossible to be met.
(b) If the Government budget does not receive a majority of votes in favor, Parliament shall immediately begin voting on the Opposition's submitted Budget Act for twenty-four hours. If a majority of votes in favor of the budget is reached, the Opposition's budget is sent for signage by the Crown. Voting ends when a simple majority is met or is impossible to be met.
(c) In the event that no budget act is passed by the current budget's expiration date, the current budget term is automatically extended until a new budget is passed.

4 - Budget Requirements
(1) The following items must be included in the final Budget Act:
(a) The budget’s enacted date and expiration date, this shall be known as the Budget Term.
(b) A listing of all anticipated expenses, broken down by account, for the Budget Term.
(2) The following items must be included in the final Budget Act via a link to a report submitted by the creators of the budget act:
(a) Government Account Balances as of the day the budget began drafting.
(b) A listing of all anticipated revenues the Government shall implement during the Budget Term.
(c) The total loss or profit during the Budget Term.

5 - Amendments
(1) The Prime Minister or The Crown may request an amendment to the Budget Act during the Budget Term.
(2) Amendments must follow the same procedure outlined in the Legislative Branch Act.

6 - Tracking and Transparency
(1) Any expenditure of Alexandrian Funds is to be reported in the #budget channel with a reason provided.
(2) Expenditure commands from all ministries, the Legislature, and the Judiciary sent in the budget channel will require a <reason> argument at the end of the command prior to being sent.

7 - Provisions
(1) In the event that one provision or section in this Act is deemed unenforceable or illegal, the rest of this act shall continue to remain valid.
