A BILL TO
Combat deflation and stimulate economic growth while we prepare for a Central Bank.
1 - Short Title and Enactment
(1) This Act may be cited as the ‘Empowering Commerce, Opportunity, National Output, and Monetary Yield (ECONOMY) Act.’’
(2) This Act shall be numbered as P.B. 01-021.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Prime Minister Dartanboy.
(5) This Act has been co-sponsored by Minister of Internal Affairs Ameslap.
2 - Reasons
(1) Alexandria is suffering from deflation.
(2) Direct stimulus payments are not a good way to prevent this.
3 - Repealing the Stimulus Act
(1) The Stimulus Act (Act of Parliament - A.P.019 | Stimulus Act) is hereby repealed.
(2) No stimulus checks shall be given.
4 - Voting Rewards
(1) In this section, voting refers to the action of voting for StateCraft on a Minecraft Server List.
(2) A system of voting rewards shall be established, which grants £60 per day per voter divided amongst the voting sites.
For example, if there are ten sites, each site shall provide £6. If there are five sites, each site shall provide £12.
5 - Infrastructure Repair Initiative
(1) The Ministry of Development shall hire builders or contractors to repair roads and install safety features, such as railings, where necessary.
(2) The Kingdom will issue bonds to fund this project.
6 - Business Revitalization
(1) The Ministry of Trade and Finance shall provide a short-term tax exemption to businesses (as shown through the in-game business plugin) that meet the following requirements:
(3) This tax exemption shall only make the business exempt to balance taxes.
7 - Temporary Property Tax Adjustment
(1) Until August 1, 2025, Property Tax shall be 1% of the plot’s base value.
8 - Temporary Exam Price Adjustment
(1) Until August 1, 2025, exams shall cost no more than £1 each.
9 - Ministry Payment Schemes
(1) Within 7 days of the passage of this Act, all Ministries shall have a policy in place for the payment of all their employees.

(b) The bonds will have a 5% monthly interest rate.
(c)The Ministry of Trade and Finance will work with the Ministry of Development to determine a reasonable face value of the bonds.
6 - Business Revitalization
(1) The Ministry of Trade and Finance shall provide a short-term tax exemption to businesses (as shown through the in-game business plugin) that meet the following requirements:
(a) Have at least five (5) functioning, stocked chest shops, AND
(b) Have hired at least one (1) employee that does not have ownership interest in the business between June 1, 2025 and July 1, 2025, AND
(c) Have opened a ticket with the Ministry of Trade and Finance informing them they meet the requirements and request the tax exemption.
(2) This tax exemption shall last from the approval of the application until August 1, 2025.(3) This tax exemption shall only make the business exempt to balance taxes.
7 - Temporary Property Tax Adjustment
(1) Until August 1, 2025, Property Tax shall be 1% of the plot’s base value.
(a) After August 1, 2025, Property Taxes will return to normal.
8 - Temporary Exam Price Adjustment
(1) Until August 1, 2025, exams shall cost no more than £1 each.
9 - Ministry Payment Schemes
