1 - Short Title and Enactment
(1) This Act may be cited as the “Temple of Alexandria Act”.
(2) This Act shall be numbered as P.B.01-022.
(3) This Act shall come into force upon Royal Assent.
(4) This Act has been authored by Ethamn and co-sponsored by Greenish0.
2 - Purpose
(1) To create an in-universe way for the public to provide resources needed for state projects.
(2) To grant the Crown a means to solicit the public for needed materials.
(3) To lay the groundwork for a new profession with unique in-game mechanics.
3 - State Religion
(1) The Temple of Alexandria (the “Temple”) shall be the state religion of Alexandria.
(2) No other religion shall be established or administrated by the Crown.
(3) The Temple shall administer and modify as needed the religious building located on Pier Street.
(4) The Temple shall retain discretion to conduct activities and adopt such beliefs so far as they comply with the provisions and protections in this Act.
(5) The Ministry of Development shall have broad and directional oversight over the Temple.
4 - Activities of the Temple of Alexandria
(1) The Temple shall purchase, solicit donations for, administer reverse auctions, or otherwise acquire without undue coercion any blocks, items, or things upon the instruction of the Minister of Development or Prime Minister.
(2) The Temple shall always, except upon instruction from the Monarch, participate in any public ceremony pertaining to the coronation or death of the Monarch.
(3) The Temple shall make provisions necessary for the governance of a spiritually-oriented trade concerned with the creation of unique and valuable custom in-game items.
5 - Conscience Protections
(1) The Temple shall bear little resemblance to any out-of-universe religion.
(2) The Temple shall not adopt any practice or belief which might:
(a) Reasonably offend the conscience of a player who holds to an out-of-universe religious belief.
(b) Compel or coerce participation in Temple practices.
(c) Engage with, endorse, condemn, or otherwise relate to political affairs.
(3) No action of the Crown, except where it pertains to the internal practice of the Temple, shall be made on the basis of a player or organization’s participation in the State Religion.
6 - Governance
(1) The Temple shall be led by the Grand Seer.
(a) The Grand Seer shall administrate the Temple, take on or remove employees, and adopt or abandon any beliefs and practices according to any rule set down by law, the Minister of Development, or the Prime Minister.
(b) When the role is vacant, the Grand Seer shall be appointed by the Monarch on the advice of the Prime Minister.
(c) The office of Grand Seer may be vacated by resignation or removal by ordinary motion of Parliament.
(d) The Grand Seer may use the post-nominal letters “G.S.”
7 - Additional Considerations
(1) If any provision of this Act is found invalid or unenforceable, the remaining provisions shall continue in full force and effect.
(2) All powers granted in this act shall be exercised in a fair manner.
