Reaffirm the cultural and symbolic importance of the Monarchy by formalizing its civic duties and expanding its role in recruitment, unity, and celebration.
BE IT ENACTED by the Crown’s most Excellent Majesty, by and with the advice and consent of the members of this 3rd Alexandrian Parliament, and by the authority of the same, as follows:
1 - Short Title and Enactment
(1) This Act
(a) may be cited as the Royal Engagement and Cultural Unity Act or RECUA.
(b) may be numbered as P.B.03-012.
(c) shall be enacted immediately upon its assent by the Crown.
(d) has been authored by Ameslap.
(e) has been co-sponsored by Bloodyrebals.
2 - Royal Recruitment Initiative
(1) A Royal Recruitment Initiative (RRI) shall be established under the Ministry of Foreign Affairs and be led by the Monarch.
(2) The RRI shall:
(a) Welcome new players to the server.
(b) Promote Alexandrian culture and history.
(c) Promote non-citizens to join the Kingdom through social media, server listing on outside internet sites, and other methods as deemed appropriate methods, subject to oversight by the Ministry of Foreign Affairs and Network Staff.
3 - Royal Week
(1) The Kingdom shall observe Royal Week biannually.
(2) Royal Week shall occur at the conclusion of a Monarch’s service, and shall end the day after a new Monarch’s Coronation.
(3) The Crown is charged with planning and executing Royal Week, with guidance and support as requested to Parliament.
(4) The Monarch may make expenditures as necessary for the planning and execution of Royal Week. These expenditures are to be paid out of the Monarch's appropriated funds.
4 - Royal Council
(1) The Crown is authorized to employ a staff that the Monarch deems appropriate.
(2) The Deputy Prime Minister shall serve on the Royal Council.
(3) The Royal Council’s purpose is to:
(a) Coordinate cultural initiatives.
(b) Discuss national unity and recruitment efforts.
(c) Inform the Monarch on national issues.
(4) Individuals employed by the Monarch on the Royal Council (except the Deputy Prime Minister) are eligible for a monthly stipend of £200, to be paid out of the Monarch's appropriated funds.
5 - Communication with Parliament and Cabinet
(1) The Monarch shall be given access to communication channels with Members of Parliament as deemed appropriate by the Speaker of Parliament.
(2) The Monarch shall be given access to communication channels with Cabinet Ministers as deemed appropriate by the Prime Minister.
(3) The Monarch may use these communication channels to advise Members of Parliament and Cabinet Ministers on matters of national importance.
