TO
Establish a framework for the issuance of monies to servants of the Crown.
1 - About this Act
(1) This Act
(a) may be cited as the ‘Crown Remuneration Act’.
(b) may be numbered as P.B.06-007.
(c) shall be enacted immediately upon receiving assent from His Majesty the King.
(d) has been authored by the Minister for Welfare Gwi Styx.
(e) has been co-sponsored by Prime Minister Mc Anthropy.
2 - Interpretation
(1) For the purposes of this Act:
(a) "Servant of the Crown" means an individual employed, appointed, or otherwise engaged to perform duties on behalf of an entity under the Crown.
(b) “Entity under the Crown” means any public body exercising functions under the authority of the Crown.
(c) "Remuneration" means any monetary payment made in consideration of the performance of duties by a servant of the Crown.
(d) "Payment Interval" means a period of fifteen minutes of active playtime.
(e) "Statutory stipend scale" means a set of weekly stipends prescribed by this Act for offices within the same institutional category.
3 - Forms of Remuneration
(1) Every servant of the Crown is entitled to remuneration in accordance with this Act, regulations made under it, and any applicable remuneration policy.
(2) Ordinary remuneration may be provided in one or more of the following forms:
(a) interval remuneration;
(b) stipendiary remuneration; or
(c) task-based remuneration.
(4) Additional remuneration may be provided in addition to ordinary remuneration by way of bonuses or allowances.
(5) A bonus may only be paid where it is:
(a) authorised by a remuneration policy;
(b) based on objective criteria; and
(c) available on equal terms to all servants of the Crown who meet those criteria.
4 - Universal Basic Income
(1) Every citizen shall be entitled to Universal Basic Income (UBI) while actively playing on the StateCraft Minecraft server.
(2) UBI shall be paid at the rate of two pounds and fifty pence (£2.50) per Payment Interval.
5 - Interval Remuneration
(1) Interval remuneration shall be expressed as a number of Alexandrian pounds payable per Payment Interval, which shall be greater than the rate of the UBI.
(2) Interval remuneration rates shall be organised into Bands, with Band I having the highest rate and each subsequent Band having a lower rate than the Band before it.
(3) Bands I and II shall be statutory Bands, and shall be set at:
(a) Nine pounds (£9) per Payment Interval for Band I; and
(b) Seven pounds (£7) per Payment Interval for Band II.
(4) Bands I and II may only be assigned to a role by Act of Parliament.
(5) Band III and any subsequent Bands shall be ministerial Bands, which may be freely assigned to roles through policy.
(6) The Minister for Trade and Finance shall, by Statutory Instrument subject to the Negative Procedure:
(a) create, merge, remove, or otherwise alter the arrangement of ministerial Bands; and
(b) prescribe the rate of each ministerial Band.
(7) A person receiving interval remuneration shall not receive UBI.
(8) Servants of the Crown entitled to interval remuneration shall only be paid the highest rate to which they are entitled.
6 - Stipendiary Remuneration
(1) Stipendiary Remuneration shall be expressed as a fixed amount of Alexandrian pounds payable at a set interval no shorter than one week.
(2) A stipend established by remuneration policy may not exceed the rate of the lowest statutory stipend prescribed by this Act.
(3) Stipendiary Remuneration shall be paid within forty-eight hours of the time at which it becomes due or be considered late.
7 - Task-Based Remuneration
(1) Task-based remuneration shall be expressed as a fixed amount of Alexandrian pounds, payable upon request for the completion of a task or set of tasks.
(2) Where Task-based remuneration is payable, the applicable remuneration policy shall provide:
(a) the task or tasks for which payment may be claimed;
(b) the amount payable for said tasks;
(c) the method by which completed work must be recorded and evidenced; and
(d) the method by which payment may be requested.
(3) A valid payment request for task-based remuneration shall be reviewed and, where appropriate, paid within seven days of submission or be considered late.
8 - Statutory Remuneration
(1) The following roles shall be entitled to interval remuneration and assigned to Band I:
(a) the Prime Minister;
(b) the Speaker of Parliament; and
(c) the Chancellors.
(2) The following roles shall be entitled to interval remuneration and assigned to Band II:
(a) Ministers of the Crown;
(b) Members of Parliament; and
(c) Magistrates.
(3) Statutory stipends shall be payable according to statutory stipend scales.
(4) Where more than one stipend in the same statutory stipend scale applies to a person, only the highest applicable stipend in that scale shall be payable.
(5) The Parliamentary Stipend Scale shall be:
(a) three hundred and fifty pounds (£350) for
(i) the Speaker of Parliament; and
(ii) the Prime Minister;
(iii) three hundred pounds (£300) for the Deputy Speaker of Parliament; and
(iv) two hundred and fifty pounds (£250) for
(v) Members of Parliament; and
(vi) Ministers of the Crown.
(6) The Judicial Stipend Scale shall be:
(a) four hundred pounds (£400) for the High Chancellor;
(b) three hundred and fifty pounds (£350) for a Chancellor; and
(c) three hundred pounds (£300) for a Magistrate.
9 - Remuneration Policies
(1) Every entity under the Crown shall publish a public remuneration policy.
(2) A remuneration policy shall state the criteria for earning remuneration with sufficient clarity that a servant of the Crown can reasonably determine:
(a) what work, activity, office, or condition gives rise to payment;
(b) the rate or amount payable;
(c) when payment becomes due; and
(d) what evidence or request is required for payment.
(3) A remuneration policy shall not make payment subject to arbitrary, vague, undisclosed, or wholly discretionary criteria.
(4) A remuneration policy may provide additional remuneration to a servant of the Crown who receives statutory remuneration, provided that such remuneration is otherwise lawful under this Act.
(5) A remuneration policy may not reduce, replace, or make conditional any statutory remuneration.
10 - Funding of Remuneration
(1) Interval remuneration and UBI shall be issued from the general funds of the Crown, and shall stand appropriated as such without need for further Act of Parliament.
(2) All other forms of remuneration shall be paid from the accounts and appropriated budgets of the entity under the Crown responsible for making the payment.
11 - Review of Remuneration
(1) The Minister for Trade and Finance shall, at least once every three months, consult the Alexandrian Monetary Bureau on:
(a) the rate of UBI;
(b) the rates of interval remuneration;
(c) the rates of statutory stipendiary remuneration.
(2) Following consultation under subsection (1), the Minister for Trade and Finance shall produce and lay before Parliament a report setting out:
(a) whether any change to remuneration is recommended; and
(b) the reasons for any recommendation.
(3) The Minister for Trade and Finance must have regard to the latest report given under subsection (2) when laying a statutory instrument before Parliament under this Act.
12 - Transitional Provisions
(1) The Minister for Trade and Finance shall, within seven days of this Act receiving assent, make regulations establishing one or more ministerial Bands and prescribing their rates.
(2) Initial regulations made under subsection (1) shall not be subject to Section 11.
(2) Every entity under the Crown shall have thirty days from the enactment of this Act to produce and publish a remuneration policy that is in accord with this Act.
(3) Every newly founded entity under the Crown shall have thirty days from its establishment to produce and publish a remuneration policy that is in accord with this Act.
(4) Remuneration earned before this Act receives assent shall remain payable as if this Act had not been enacted.
(5) A remuneration policy assigning a role to a ministerial Band shall not take effect until regulations establishing that Band and prescribing its rate are in force.
13 - Repeals
(1) The Pay Scale Act is hereby repealed in its entirety.
(2) The Government Wage Inflation Parity Act is hereby repealed in its entirety.
