1 - About this Act
(1) This Act
(a) may be cited as the Import Controls Act
(b) may be numbered as P.B.##-###.
(c) shall be enacted upon royal assent

2 - Definitions
(1) Imports, shall refer to the act of bringing in items, structures, or other goods from the jurisdiction of another Minecraft server into state craft
(2) Currency Tariff shall refer to a tax in the form of currency on the cost of imports.
(3) Material Tariff shall refer to a tax in the form of extra materials to be transferred to Government of Alexandria Control
(4) Export terminal shall refer to a place in a foreign state, where items can be brought to the "terminal" to be exported to the kingdom of Alexandria. An export terminal shall consist of deposit chests to be processed by the relevant national authority.
(5) Point of origin shall refer to the place from which an import begins abroad, where items are first collected by the relevant trade and transport authority.
(6) Importer, shall refer to the person or legal entity who owns the items/structure being imported from a foreign state.
(7) A Customs Officers, shall refer to any persons designated by the Prime Minister to facilitate the Import process in accordance with section 7 of this act, and who shall also be made an officer of MOTF, MOD and MOFA.


3 - Content
(1) This act authorizes the Prime Minister, to facilitate, regulate, and otherwise utilize the powers and Permissions of the ministries to enable material and structural imports into the Kingdom of Alexandria.
(2) Any amount imported into the Kingdom of Alexandria, must account for at least 100% of materials and items, whereby one item imported from another state must have an equal or more exported from origin.
(3) Any and all exported items must be permanently destroyed, at the point of origin, such that any new materials arriving at a destination state should not be duplicated.
(a) Materials which are tariff income for the government shall be retained by the relevant Alexandrian authority for the purpose of retaining a foreign commodities or currency reserve.


4 - Role of the Ministry of Trade and Finance:
(1) The Ministry of Trade and Finance (MOTF) Shall have overall prerogative to set international trade policy, in accordance with Section (5) 1-2 of the Foreign Commerce Foundation Act.
(2) The Ministry of Trade and Finance shall set an approved tariff rate.
(a) The default material tariff rate shall be set at 200% of materials imported, where the requirement to import 100 items shall require 200 items at the point of export, where 100 items shall be retained by the MOTF Foreign Trade Office.
(3) The Ministry of Trade and Finance shall open a Foreign Trade Office within the Embassies of Alexandria abroad.


5 - Role of the Ministry of Foreign Affairs,
(1) Any and all export terminals or export points of origin shall remain under the control of the Ministry of Foreign Affairs.
(2) Absent any dedicated export terminals, the Embassy of Alexandria shall serve as the export terminal.



6 - Role of the Ministry of Development
(1) The Ministry of Development Shall follow the directives of the Ministry of Trade and Finance with regards to facilitating international pastes.
(2) The Ministry of Development shall retain a Field Office at any foreign export terminals, including at the Embassy of Alexandria in Democracy Craft, to facilitate, manage, and verify material tenders for international pastes.
(3) The Ministry of Development, is authorized to include additional fees for facilitating international pastes.


7 - The Process of imports
(1) An Import into the Kingdom of Alexandria shall begin at a Foreign Export Terminal, where an Importer brings the necessary items to a chest designated by the Government of Alexandria.
(2) A designated Customs Officer stationed at the Export terminal shall assess the imports, certify payments in currency and material tariff.
(a) In the absence of a designated Customs Officer, the most senior foreign diplomat of the Alexandrian Government shall serve as Trade Officer.
(3) The Customs Officer shall replicate the exact items in Alexandria:
(a) in the case of international pastes, the Customs Officer shall inform the Ministry of development to authorize paste
(b) In the case of item transfers, the Customs Officer shall spawn the exact items into a MOTF chest for pickup by the Importer
(i) Should the Customs Officer lack the requisite server permissions to spawn in items, the Customs Officer shall open a staff ticket validating the specific items to be spawned in.
(ii) The Customs Officer shall destroy any and all non-tariffed items at the Export Terminal point of origin as soon as items on State Craft have been spawned in.
