New Hamilton Plot Regulations
Author’s Note
New Hamilton is in its infancy. These regulations do not seek to set out a comprehensive building code delineating every desirable and undesirable feature. The following rules are minimal and intended to require the bare minimum for plots which are not monstrously ugly. These regulations are written in furtherance of the powers granted to the Minister of Development by statute. They will not be enforced punitively or unfairly — wide discretion is given to the Ministry to be able to take action against plots which violate the spirit of these regulations, and similar wide discretion is given in order to give players the confidence needed to build creatively.
Legend
(A): Applies to all plot types.
(R): Applies to residential plot types and RC plot types.
(C): Applies to commercial plot types and RC plot types.
(A) General Provisions
- A dispensation from any rule included here may be granted by the Ministry of Development.
- Owners of non-compliant plots shall receive 10-days notice of changes to be made.
- Plots which remain non-compliant after the notice period has elapsed shall have their property seized by the Crown in right of the Ministry of Development for resale. This process shall comply with the Eminent Domain Act, should it receive assent, and any applicable law.
- The Ministry retains residual discretion to require the removal or alteration of any element of any plot that is offensive, unkempt, or egregiously ugly.
- Plots under notice may not be sold.
- For a plot to remain compliant its owner must be online no less than two hours per month.
- Plots including rental areas shall take note that all rules set out by statute, including the Rental Regions Act, must be followed by law.
- The Ministry of Development shall notify the public when changes to these regulations are made.
- No plot under which active and substantial progress is regularly being made toward compliance with these regulations shall fall out of compliance.
(A) Beautification
- All plots must maintain at least one natural element.
- This element may be inside, outside, or on top of your plot.
- The natural element must be aesthetically pleasing.
- The natural element may include a tree, set of bushes, pond, stream, flowerbed, or other element which may be perceived as natural.
- The surrounding grass exterior may not, on its own, be considered a natural element.
- No text appearing on a plot may be created using blocks, excepting text visible only by map contained on the roof of the structure, and excepting text which is sufficiently aesthetically integrated into a structure.
- Plots must substantially be built using more than three block types.
- Plots must be generally level with the surrounding street.
- Plots including rental areas(s) for residential purposes must have in each room a bed, chest, crafting station of any kind, and be well-lit.
“What a lovely natural element!”
- Plots must maintain a residential structure.
- The structure must be enclosed and roofed.
- The structure must not be too square or rectangular.
- The structure shall have aesthetically pleasing shape, color scheme and dimension.
- The structure must be fixed to the ground.
- No component of the structure may egregiously violate the laws of physics.
- For instance, your structure may not float.
- The surrounding land must be made from an organic material.
- For greater clarity, these are blocks which are not typically retrieved with a pickaxe.
- The plot may not include more than 10 blocks dedicated to agriculture or growing.
- This rule is exempted for RC plots.
- The plot may not include more than four chest shops.
- This rule is exempted for RC plots.
"This is not a house!"
- The primary purpose of the plot must be to sell, acquire, grow, harvest, or otherwise achieve a profitable or commercial aim.
- I could define this endlessly but you know what this means. No building massive houses and putting chest shops up to claim commerciality. I know what you’re doing.
- Plots must maintain a commercial structure.
- The structure must be enclosed and roofed, excepting space dedicated to agriculture.
- The structure must not be too square or rectangular.
- The structure shall have aesthetically pleasing shape, color scheme and dimension.
- Plots dedicated to agriculture which do not include an enclosed or roofed structure:
- May not be entirely flat; must be terraformed in an aesthetically pleasing way and congruous with neighbouring plots.
- Are nonetheless required to comply with item 2 in this section, but not 2(1).
- Businesses with products on multiple stories must clearly mark at the primary entrance to the building on which story each item or category of item can be found.
- The plot may include rental areas(s), where possible.
