Short Title: The April 3, 2026 International Governance Treaty Ratification Act

1 - About this Act
(1) This Act
(a) may be cited as <The International Governance Treaty> or ‘<SC-DC Treaty>’.
(b) may be numbered as P.B.##-###.
(c) shall be enacted upon mutual ratification with the Commonwealth of Redmont.
(d) has been authored by <Member of Parliament> <Thritystone>.
(e) has been co-sponsored by <Member of Parliament: Bloodyrebals>, <Member of Parliament: ConsequensesInc>.



1 - Ratification
(1) The Kingdom of Alexandria, adopts the text of: "The 2026 Treaty governing International Relations between the Commonwealth of Redmont of DemocracyCraft, and the Kingdom of Alexandria of StateCraft" as law
(a) This act shall supersede any prior contradictory acts of parliament.

2 -Text of the Treaty
(1) The following text as negotiated shall be adopted as law pursuant to Article 2 of the present treaty

"Definitions:
  1. “State” shall refer to the country as an entity.
  2. “Host state” shall refer to the country in which an embassy is located.
  3. “Embassy state” shall refer to the country which owns the embassy within the server of another country other than their own.
  4. “Head of Government” shall refer to the President or Prime Minister as a highest elected government official of the state.
  5. “Head of Mission” shall refer to the person in-charge of the Embassy while in a host country.
  6. “Sovereignty” shall refer to Supreme legal power and authority of a state to govern itself within its own territory.“Multi Server Territorial Sovereignty (MSTS)” shall refer to the sovereignty of an embassy state within the server of a host state.
  7. “Sovereign Immunity” shall refer to the legal immunity enjoyed by foreign states as it pertains to the internal laws and judicial process of the host state where the embassy state has not issued a waiver of immunity.

PART I
Governing the formation of Treaties


ARTICLE 1
States are the only and primary actors within the international system, and are represented by the federal government of each country, whereby the sovereignty and territorial integrity of the states shall be absolute.

ARTICLE 2
Enactment of this present treaty and any other treaty which may follow, shall enter into force, upon the ratification by the legislature of the member state, in accordance with the domestic laws of that state, and shall have the force of law upon the confirmation of mutual recognition.

ARTICLE 3
Signatures by the heads of government or the plenipotentiary of each state shall have the force of regulatory statute, and shall be regarded as a good faith commitment to abide by the terms of said treaty with immediate effect.

ARTICLE 4
The head of government of each state may announce a suspension or complete withdrawal from specific and subsequent parts of this and other treaties having given seven days notice.



PART II
Governing Embassies


ARTICLE 5
The Ambassador shall be the Head of Mission of each respective state’s embassy, who shall make themselves known to the government of the host country, and shall by consent of the host country be granted the rank and title of Ambassador, entitled to all rights and privileges thereof, including the right to build on the embassy plot.

ARTICLE 6
The territorial sovereignty of an Embassy shall be held inviolable and shall encompass the entirety of the vertical range stretching from bedrock to build limit, whereby entry into the embassy grounds shall be permitted only with the consent of the embassy.

ARTICLE 7
Multi Server Territorial Sovereignty (MSTS) shall apply only within the recognized embassy grounds, unless further granted by mutual consent and in the Commonwealth of Redmont shall be: /gps Alexandrian_Embassy and in the Kingdom of Alexandria shall be: /gps Redmont_Embassy

ARTICLE 8
Sovereign Immunity shall apply only for the embassy and the asset property and staff of the embassy with regards only to the enactments of official embassy duties, and may not be claimed without the expressed declaration of the head of mission in the case of an embassy staff member, or the head of government in the case of Ambassadors.

ARTICLE 9
Host states may for any reason, declare an Ambassador or Foreign Dignitary persona-non-grata and expel, remove or otherwise withdraw consent for a specific Ambassador or foreign diplomat from their rank and title; the host state must transmit the notice to the delegate’s home government within 72 hours.

ARTICLE 10
Embassies shall have one designated tax exempt in-game financial account, which shall be owned by the embassy and managed by the Ambassador.

ARTICLE 11
Ambassadors shall not hold any government position within the host state, and shall not participate in the domestic political process of the host state except as it pertains to their official duties"
