1 - Short Title and Enactment
(1) This Act may be cited as the ‘AYE Act’.
(2) This Act may be numbered as P.B01-020
(3) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Ameslap.
(4) This act has been co-sponsored by SeminoTV.
2 - Reasons
(1) Keeping track of support on petitions is difficult when having to comb through all the discussion of a petition.
(2) Ease of experience for our citizens.
3 - Amendment to the Civic Engagement Act
(1) The Civic Engagement Act, Section 3 point 3 shall be amended to read:
“(3) A ‘signature’ for a position will be counted only if it is :aye: reactedreasonably similar to the following: “I, <username>, sign this petition.”.”
(2) The Civic Engagement Act, Section 4, Subsection 2 shall be amended to read:
"(2) A petition must reach 15 signatures within 14 days in order to pass.
(a) A signature shall be valid if it is in line with the definition in Section 3 of this act.
(b)Only players who meet the voting requirements outlined in the Constitution may sign a petition. Any player may sign a petition."
(3) The Civic Engagement Act, Section 4, subsection 4 shall be amended to read:
"(4) If the referendum passes with a simple majority, the government is obligated to comply with the result, unless the petition is relating to:
(a) A judicial matter;
(b) A matter relating to a player’s employment with a government Ministry;
(c) Repealing a law;
(d) A foreign relations matter.
(4) A referendum is only considered binding to Parliament if:
(a) the Constitution requires it;
(b) A law by Parliament requires it;
(c) It is a recall election."
(4) The following new subsection shall be inserted into §5 of the Civic Engagement Act:
"(4) Parliament is required to issue a response by official statement to any successful referendum within 7 days of the announcement of the results.
(a) Parliament may agree to implement the original petition, or a portion or portions thereof. It must clearly state the extent to which it accepts the referendum.
(b) Parliament may reject the original petition, or a portion or portions thereof. It must clearly state the extent to which it rejects the referendum, and provide clear and complete reasoning supporting its decision.
(c) Parliament must make a good-faith effort to abide by its agreements to implement a successful referendum. If Parliament sees reason to break from its agreement, it must provide clear and complete reasoning for doing so by official statement within 7 days of enacting its decision.
(i) This provision shall only apply during the term of Parliament wherein the acceptance was issued."
