Establish playtime requirements for attaining and maintaining citizenship​
1 - Short Title and Enactment
(1) This Act may be cited as the Active Citizens Act.
(2) This Act may be numbered as PB-01.### (to be assigned by the Office of the Speaker).
(3) This Act shall be enacted immediately upon its signage.
(4) This Act was authored by MP Capt11543.
(5) This Act was co-sponsored by MP SeminoTV.

2 - Reasons
(1) The current citizenship rules make it possible for a person to attain citizenship with no active playtime requirement.
(2) Election results should not be unduly influenced by players who only log on when polls are open, and not otherwise.

3 - Amendments to the Immigration and Citizenship Act
(1) Section 6 of the Immigration and Citizenship Act shall be amended as follows:

"6 - Citizens
(1) After remaining as a Resident for one week, a player may opt to take the ‘Citizenship Exam’.
(1) A player may opt to take the ‘Citizenship Exam’ after:

(a) Maintaining residency status for seven days; and
(b) Maintaining 1.5 hours of playtime within 7 days, if the player’s join date was less than 30 days prior to taking the exam; or

(c) Maintaining 6 hours of playtime within 30 days, otherwise.

(3) In order to maintain citizenship, players must meet the following requirements:
(a) Maintain 6 hours of playtime within 30 days; or
(b) Maintain 1.5 hours of playtime within 7 days, if the player’s join date was less than 30 days prior to the enforcement check set forth in §7(3) of this Act.
(4) Players who do not meet the above citizenship retention requirements for two consecutive months shall lose their citizenship.
"

(2) Section 7 of the Immigration and Citizenship Act shall be amended as follows:

"7 - Enforcement

(3) The government may not revoke the citizenship of any citizen for any reason.
(3) The Ministry of Justice shall enforce §6(4) of this Act on the first of every month.

(a) Players who are at risk of losing their citizenship the following month are entitled to a warning from the Ministry of Justice by in-game mail.
(b) Players who lose their citizenship pursuant to §6(4) of this Act shall be reverted to “Resident” status, and shall not be subject to the waiting period set forth in §8(2) of this Act when reapplying for citizenship.

(4) For the purposes of Elections and votes in public referenda, voters must meet the minimum criteria for maintaining citizenship set forth in §6(3) of this Act to be eligible to vote.
(a) The Ministry of Internal Affairs shall have the authority to invalidate any ballot cast if it can be shown on the balance of the probabilities that the voter who submitted the ballot did not meet the citizenship requirements.

(5) The government may only revoke the citizenship of any citizen pursuant to §6(3) of this Act, and for no other reason."

4 - Grandfather Clause
(1) No citizen shall lose their citizenship pursuant to §6(4) of the amended Immigration and Citizenship Act for 60 days following the enactment of this Act.
