Establish activity requirements for voting in elections​

1 - Short Title and Enactment
(1) This Act may be cited as the Active Voters Act.
(2) This Act may be numbered as PB-01.### (to be assigned by the Office of the Speaker).
(3) This Act shall be enacted upon receiving assent from His Majesty the King.
(4) This Act was authored by MP Capt11543.
(5) This Act was co-sponsored by MP ItsStormcraft.

2 - Reasons
(1) Election results should not be unduly influenced by players who only log on when polls are open, and not otherwise.
(2) These provisions are justified in a free and democratic society because it is unjust for an individual who does not otherwise participate in the server to vote in elections.
(a) This subsection shall not be construed as binding on any Court's interpretation of any law.

3 - Amendments to the Alexandrian Electoral Act
(1) §15 of the Alexandrian Electoral Act is amended in the following manner:

“15 - Voting Requirements
(1) All citizens that meet the following requirements are eligible to vote:
(a) Have at least 6 hours of playtime in 30 days.

(2) Residents and tourists may not vote in elections.

(3) The Kingdom of Alexandria Ministry of Internal Affairs may not put additional voting requirements into place.“

(2) §4(6) of the Alexandrian Electoral Act is amended in the following manner:

“(6) The requirements for candidates shall be as follows:
(a) 1 6 hours of total active playtime;
(b) 30 minutes 6 hours of active playtime in the past 30 days;
(c) Active in-game, on discord, and on forums;
(d) No convictions that bar the candidate from serving in Parliament.”
