PARLIAMENT VOTING: 0-7-0
1 - Short Title and Enactment
(1) This Act may be cited as the ‘IND Act’
(2) This Act may be numbered as P.B01-043 (to be set by the Speaker)
(3) This Act shall be enacted when both of the following conditions are met:
(a) This Act has received assent from His Majesty the King.
(b) The IND Act has attained Constitutional status through referendum.
(4) This Act has been authored by Ameslap and the Sovereign Kingdom Party.
(5) This Act has been co-sponsored by Prime Minister Dartanboy
2 - Reasons
(1) Many citizens want to participate in governance but are not part of a party.
3 - Amend the Electoral Act
(1) Section 4 of the electoral act shall read:
'4 - Electoral Terms and Limitations
(1) Parties are to submit their official candidate list during the submission period.
(a) Parties may make amends until the submission period is over.
(b) The list must denote a candidate as the 'party leader' (this does not need to be the same as the leader of the political party, just a parliamentary party leader).
(i) This player will become the party’s Prime Minister candidate.
(2) Parties are to submit their party manifesto on or before the fifth day of the election.
(a) A party manifesto must consist of the party’s policies, agenda, and links to the party’s candidate list, party charter/constitution/by-laws, party discord, and party registration page.
(3) Each party is to be listed separately on the ballot.
(4) Political parties cannot sponsor a higher number of candidates than seats that are up to vote.
(5) Independent Candidates are to submit their official declaration during the submission period. The declaration must include:
(a) A manifesto that consists of the candidate’s policies and agenda.
(b) Ten (10) petition signatures on the #petitions channel of the Alexandrian Discord.
(i) Note: The signatures must be gathered prior to declaring using the “aye” react.
(56) Unless otherwise provided, General Elections shall operate on an eight-day schedule, with the following periods:
(a) Submission Period. A five-day-long period beginning an election where parties submit their candidate lists and party manifestos and independent candidates can declare.
(b) Voting Period. Three-day-long period where all citizens may cast their votes.
(c) Announcement Period. Election results are released at the earliest opportunity after the voting period has closed.'
4 - Amend the Electoral Act
(1) Section 5 of the electoral act shall read:

(1) Voting Process. Voters cast two votes for distinct political parties: one primary vote and one substitute vote.
(a) Before proceeding to seat allocation, if a party is disqualified from seat allocation for any reason, the ballots received by that party are transferred to each respective ballot's substitute vote.
(b) Independent candidates shall be ineligible to receive substitute votes.
(2) Seat Allocation. Seats shall be allocated to each party using the Sainte-Laguë method. In this system, successive quotients are calculated for each party using the following formula: q=v/(s*2+1).
(a) 'Q' represents the quotient for that round.
(b) 'V' represents the total votes the party received.
(c) 'S' represents the number of seats the party has been allocated so far, initially zero (0) for all parties.
(3) Eligibility for Seat Allocation.
(a) No political party shall be eligible for a seat allocation unless it receives a number of valid votes equal or greater than the threshold of total valid votes cast divided by the total number of seats available for allocation.
(b) No independent candidate shall be eligible for a seat allocation once they have been elected to a seat. Once the independent has been elected to the seat, they shall no longer be considered a part of the seat allocation formula.
(ac) For the purposes of this act, the formula to calculate eligibility shall be: Threshold = Total Valid Votes Cast/Total Seats to be Allocated
(bd) For the purposes of calculating the threshold, the result shall be rounded down to the nearest whole number.
(ce) Parties that are ineligible shall not be included in seat allocation calculation.
