Amend the Statute of Limitations Act to extend the statute of limitations and temporarily adjust court procedures​

1 - About this Act
(1) This Act
(a) may be cited as the Statute of Limitations Extension Act.​
(b) may be numbered as P.B.03-018.​
(c) shall be enacted immediately upon receiving assent from Her Majesty the Queen.​
(d) has been authored by PhillinDeBlanc, a private citizen, and Prime Minister Capt11543.​
(e) has been co-sponsored by Minister of Justice SoggehToast and Minister of Foreign Affairs Talion77.​

2 - Amendments to the Statute of Limitations Act
(1) §4 - Limitations Placed on Prosecution shall be amended in the following manner:

(1) A peace officer shall be allowed to pursue criminal charges for all misdemeanor crimes for fifteen days thirty days after the initial overt act pursued in the commission of that crime.

(2) A peace officer shall be allowed to pursue criminal charges for all Felony crimes for one month sixty days after the initial overt act pursued in the commission of that crime.


(2) §5 - Limitations Placed on Civil Complaints shall be amended in the following manner:

(1) A player may only file a civil complaint in the Magistrate or Chancery Court in their original jurisdiction in the event that the most recent conduct of the cause of action occurred within thirty sixty days of the complaint being filed.


(3) §6 - Limitations Placed on Valid Appeals shall be amended in the following manner:

(1) A player may only file an appeal to the Chancery for an error of fact within fourteen days thirty days of the conclusion of the trial. The standard of review for an error of fact shall be a clearly erroneous error.”


3 – Existing Causes of Action
(1) All civil and criminal causes of action which were within the statute of limitations prior to the enactment of this Act shall be subject to the extended statute of limitations.

(2) All other civil and criminal causes of action shall remain outside the extended statute of limitations.

4 - Suspension of the No Progress Clause
(1) Enforcement of §8 - No Progress Clause of the Statute of Limitations Act is hereby suspended for 60 days following the enactment of this Act.
(a) This suspension shall not apply to court proceedings already in session.​

The Statute of Limitations Extension Act​

Parliament notes:
(1) The Alexandrian justice system moves slowly. The Ministry of Justice and the courts are both understaffed.
(2) A short statute of limitations imposes a tight timeline within which civil plaintiffs, or the Ministry of Justice's criminal investigators, must build a case and submit it to court.
(3) Extending the statute of limitations will give affected parties more time to report crimes to the Ministry of Justice, if applicable; otherwise, to consult legal counsel or prepare a civil complaint on their own.

Based on this, Parliament decides:
(1) To extend the Statute of Limitations.
(2) To suppress the No Progress Clause until such time as the Ministry of Justice is able to hire more lawyers.

To fulfil this, Parliament projects the following expenses:
(1) None.

Further, Parliament projects the following administrative efforts:
(1) Changes to court procedures to accommodate the new laws.

To implement the above, Parliament passes:
