Create a National Heritage System​

1 - Short Title and Enactment
  1. This Act may be cited as the ‘Alexandria Liberty Parks Act'.
  2. This Act may be numbered as P.B. 03-14.
  3. This Act shall be enacted immediately upon its signage.
  4. This Act was authored by Ayatha

2 - Reasons
  1. The current status of the far north of Hamilton Island is an incredibly beautiful yet simultaneously difficult terrain to travel around with breathtaking vistas and views.
  2. The maintenance and upkeep of these lands for posterity's sake ought to be pursued as otherwise reckless developments by future governments could compromise the natural beauty of the Island we have been blessed with.
  3. Alexandria has no official method of outlining a national park, nor any such parks at all at the moment.
  4. Such national parks would provide potential income via tourism revenues if well manicured and accessible.

3 - Method of Enactment
  1. A temporary committee will be formed by the Ministry of Internal Affairs to outline the borders for a national park to be made in the north of Hamilton Island.
  2. A temporary committee will be formed by the Ministry of Internal Affairs to further define the national heritage system for national parks to be created moving into the future.
  3. A permanent committee will be formed by the Ministry of Internal Affairs in order to maintain and update the created national heritage system with new parks and landmarks.

4 - National Heritage System
  1. In order to maintain the national heritage we have inherited, a system will be established to minimise future reckless development. Explicitly it should be noted that the system would be its own legal entity, operating as an arm of the crown but not as the Crown itself.
  2. The duties of the system will be the following: To maximise the natural beauty present in New Hamilton.
  3. To establish national parks and other sites of Alexandrian heritage as immutable to the general public.
  4. To halt any misguided attempts at developing the land past fixtures and features explicitly to be used to access national heritage sites.
  5. Maintaining a listing of sites and national parks in Alexandria.
  6. To legally own all of the national parks and sites outlined.
  7. To NOT seize property owned by private individuals and corporations
  8. To ONLY establish national parks and sites of Alexandrian heritage on currently government owned land.

5 - Legal Rights
  1. The legal rights of the system will be the following:The right to prosecute any and all parts of the government for violating the sanctity of national parks and sites of Alexandrian heritage via:
    1. The sale of plots inside land outlined as a national park or Alexandrian heritage site.
    2. The destruction of natural beauty in pre-defined regions (ala national heritage sites and national parks) for any purpose other than the construction of easements in order to allow for accessibility.
    3. The act of willfully attempting to circumvent protections for national heritage sites via passing later laws to update what the National Heritage System’s duties and legal rights are, provided no external and immediately pressing reason is provided.
  2. The right to prosecute any and all players for desecrating the sanctity of national monuments via any means circumventing the world guard.
