Empower Petitions​
1 - About this Act
(1) This Act
(a) may be cited as ‘Power of Petition’ or ‘POP Act’
(b) may be numbered as P.B.04-003.
(c) shall be enacted immediately upon being publicly assented
(d) has been authored by Member of Parliament PhillinDeBlanc.
(e) has been loosely based on PB 00-021 | Civic Engagement Act written by Real42
(f) has been co-sponsored by

25 - Petitions

(3) Once 15 signatures are met, the Government is obligated to provide a response to the petition within 14 days its passage. If the end of this 14 day period falls within an election, the 14 day period shall instead begin on the first day of the newly elected parliament hold a Referendum on the contents of the petition within 3 days.

27 - Referendums
[...]
(4) Shall a referendum spawned by a petition pass by a 3/5ths majority, the Government shall be obligated to comply with the results. Unless the petition is about:
(a) A Judicial matter.
(b) A matter relating to a player’s employment with a Government Ministry.
(c) A matter which is beyond the powers of the Government.
(d) A foreign relations matter.
(e) A modification of the Constitution.

Moves to Pass
The Power of Petition Act​

Parliament notes:
(1) One of the first actions of the SKP regime was to gut the power of petitions filed by everyday Alexandrians. However that book has not closed– and we must right their wrongs. The power of everyday citizens to be involved in governance is something that could make Alexandria very unique. I urge Parliament to introduce this pared down version of what we once had.

Based on this, Parliament decides:
(1) To give petitions binding power once again.

To fulfill this, Parliament projects the following expenses:
(1) None.

Further, Parliament projects the following administrative efforts:
(1) The Ministry of Internal Affairs will have to run Referendums spawned from Petitions.

To implement the above, Parliament passes:
