1 - Short Title and Enactment
(1) This Act
(a) may be cited as ‘Butchering of the Herald Act’.
(b) may be numbered as P.B.04-012.
(c) shall be enacted upon being publicly assented to.

2 - The following amendments shall be made to P.B.01-005 The Heraldrly Act.

4 - Houses
(1) Houses must maintain eight three members to be made official and granted arms and charter.

(7) Members of houses shall publicly bear a role displaying their house name.

5 - The Royal Heraldic Office
(1) There shall be a Royal Heraldic Office (“Office”) responsible for the administration of houses and heraldry.
(2) The Royal Herald shall administer the Office.
(a) The Royal Herald may utilize the post-nominal letters R.H.
(b) When there is a vacancy in the role, the Royal Herald shall be appointed by the Monarch on the advice of the Prime Minister.
(c) The office of Royal Herald may be vacated by resignation or removal by ordinary motion of Parliament.
(d) The Royal Herald shall be responsible for ceremonially announcing the arrival, departure, elevation, expiration, removal of and edicts emanating from the Monarch.
(3) The Office shall retain residual discretion to approve, deny, register, deregister, or combine a house or arms, or take any action concerning house membership.
(4) The Office may promulgate supplementary guidance on heraldic practice, symbolism, and naming conventions.
(5) The Office shall maintain a publicly accessible register of arms, charters, and houses.
(6) The Monarch on the advice of the Prime Minister shall delegate the oversight of the Office to any Minister at his discretion.

5 - The Ministry of Internal Affairs shall be responsible for everything set forth in this Act regarding the administration of houses and heraldry.
