Establish a Public Broadcasting Service to have unbiased news for Alexandrians.
1 - About this Act
(1) This Act
(a) may be cited as the 'Alexandrian Broadcasting Corporation Act’ or ‘ABC Act’.
(b) may be numbered as P.B.04-XXX.
(c) shall be enacted upon its signage.
(d) has been authored by Minister of Development MrNeighbor.
(e) has been co-sponsored by <Position> <Co-Sponsor>.
2 - Definitions
(1) "Non-biased" shall be defined as the article not containing language that favours or attempts to persuade towards a specific opinion.
(2) "Politically neutral" shall be defined as the article not being written to favour a political party over another or others.
(3) Any mentions of "ABC" in this Act other than Section 3.1.a refers to the Alexandrian Broadcasting Corporation.
3 - Establishment and Management of the Alexandrian Broadcasting Corporation
(1) The Ministry of Internal Affairs shall be directed to establish a public entity named the Alexandrian Broadcasting Corporation.
(a) An in-game db named "ABC" shall be created under the GovInterior account with Co-proprietor permissions of the db given to the Head of the Alexandrian Broadcasting Corporation.
(i) The db permissions must be kept updated with whomever the Head of the Alexandrian Broadcasting Corporation is.
(2) The Alexandrian Broadcasting Corporation shall be governed by a Board consisting of three seats with the following structure:
(a) 1 seat shall be filled by appointment by the Minister of Internal Affairs.
(i) This one seat shall have their term expire on the second of every January, April, July, and October.
(b) 1 seat shall be filled by appointment by the Leader of the Opposition.
(i) This one seat shall have their term expire on the second of every February, May, August, and November.
(c) 1 seat shall be filled by Parliament agreeing with a 2/3 supermajority on a nomination made by the Speaker.
(i) This one seat shall have its term expire upon every new Parliamentary session.
(3) The Board of the ABC, through unanimous decision, may create other regulations for articles, provided that they don't contradict this Act.
(4) The Board of the Alexandrian Broadcasting Corporation shall appoint a Head of the ABC.
(a) The Head of the ABC must have the confidence of all of the Board members.
(b) The Head of the ABC is responsible for managing the internal running of the ABC in accordance with the regulations laid out in this Act.
(5) The Alexandrian Broadcasting Corporation's official logo shall be the attached image.
4 - Article Regulation
(1) The Alexandrian Broadcasting Corporation shall be required to publish at least one news article in #news per month containing at least 400 words.
(2) All articles written by journalists of the Alexandrian Broadcasting Corporation must be non-biased, politically neutral, and cannot be advertising any product or company.
(a) All articles regarding political parties' stances and/or ideologies must give all political parties fair representation.
(b) Articles that cover the establishment or financial success of a company are not considered advertisements.
(3) Articles made by the Alexandrian Broadcasting Corporation must be one of the following categories:
(a) "Political," - The article focuses on elections, the Government, Parliament, or political parties.
(b) "Economics," - The articles focuses on businesses, economic and business laws or bills,.
(c) "International," - The article focuses on events happening outside the Kingdom of Alexandria.
(d) "Legal," - The article focuses on lawsuits, the Chancery, or the Magistrates Court.
5 - Journalist Regulation and Payment
(1) The Board of the ABC shall be responsible for hiring and firing journalists.
(a) Journalists may only be fired by the Board for violation of the regulations of the ABC laid out in this Act.
6 - Minimum Funding
(1) All appropriation acts enacted by Parliament must allocate at least £2,000 to the Alexandrian Broadcasting Corporation.
(a) This section may only be amended through a 2/3 supermajority vote in Parliament.
