Clarify the Status of Foreign Dignitaries​

1 - About this Act
(1) This Act
(a) may be cited as ‘Foreign Dignitary Clarification Act’
(b) may be numbered as P.B 04-XXX
(c) shall be enacted upon both of the conditions being met:
(i) This Act has received royal assent from His Majesty the King.
(ii) Redmont has passed a law that grants Alexandrian diplomats & embassies similar immunities to those granted within this act.
(d) has been authored by Minister of Foreign Affairs, PhillinDeBlanc.
(e) has been co-sponsored by

2 - Definitions
  1. Foreign Dignitary: A head of state or ambassador from another nation.
  2. Diplomatic Immunity: A legal immunity granting near total immunity from criminal prosecution.

3 - Foreign Embassies
  1. Land within the region claim of a Foreign Embassy shall be treated as land belonging to the foreign entity to which the embassy belongs and shall be governed by its laws.
  2. Crime conducted on the land of a Foreign Embassy shall be referred to the relevant authorities of said Foreign nation to prosecute.

4 - Foreign Dignitaries
  1. Foreign dignitaries shall enjoy limited diplomatic immunity within the boundaries of Alexandria.
  2. Foreign dignitary status shall be granted by the Minister of Foreign Affairs at the request of a head of state from a recognized foreign nation.
  3. Foreign dignitaries who recklessly abuse their diplomatic immunity may be expelled by the Minister of Foreign Affairs at the advice of the Prime Minister or the Minister of Justice.
  4. Foreign dignitaries who are expelled shall be stripped of their diplomatic immunity and their ability to negotiate on behalf of the nation they represent until they are reinstated.

5 - Reciprocity
  1. Foreign dignitary and embassy status shall only be granted to a recognized foreign entity if reciprocal legislation is passed in that recognized foreign entity.
6 - Severability
  1. The provisions of this act are severable. Should one part of it be declared unconstitutional or otherwise void, it shall not affect the parts which remain.
