Based on this, Parliament decides:

Implement Passports​

1 - Short Title and Enactment
(1) This Act
(a) may be cited as ‘Passports Act’.
(b) may be numbered as P.B.04-XXX.
(c) shall be enacted upon being publicly assented to.
(d) has been authored by Minister of Foreign Affairs, PhillinDeBlanc.
(e) has been co-sponsored by

4 - Passport Administration
(1) The Ministry of Foreign Affairs may create policy regarding the issuance, updating or replacement of Alexandrian passports within the bounds of this act.
(a) The Ministry of Foreign Affairs shall not collect funds for the issuance of passports.
(b) The Ministry of Foreign Affairs shall not issue passports to non-citizens.
(2) A passport issued by the Ministry of Foreign Affairs:
(a) Once issued, shall not be revoked;
(b) May be temporarily invalidated if a player is inactive;
(c) Will serve as proof of a player’s citizenship;
(d) Will be required to vote in any election or referendum within Alexandria.
