Amend the Constitution to expand Parliament’s authority to regulate eligibility for voting and running for office to include reasonable administrative requirements​


1 - About this Act
(1) This Act -
(a) may be cited as the Voter Paperwork Enabling Act.
(b) may be numbered as P.B. 06-025.
(c) shall be enacted immediately upon passing a Constitutional amendment referendum.
(d) has been authored by Capt B. Numbers, a private citizen.
(e) has been sponsored by Prime Minister McBrittle419
(e) has been co-sponsored by Member of Parliament SoggehToast.


2 - Amendments to the Constitution
(1) Article 22 of the Constitution shall be amended in the following manner:

“22 - Rights and Freedoms
[...]
1. Every citizen has the right to run for and hold elected offices. Parliament may by law establish reasonable activity and/or administrative requirements for running in elections and maintaining elected offices.
2. Every citizen has the right to vote in elections and referendums. Parliament may by law establish reasonable activity and/or administrative requirements for achieving and maintaining eligibility to vote.”

The Passport Requirement Easement Act​

Parliament notes:
(1) Due to recent court rulings, the legislation surrounding Passports needs to be amended. This amendment to the Constitution will allow for administrative requirements such as passports to be added. These administrative requirements will still have heavy oversight from Parliament and will require prior approval from Parliament in order to pass.

Based on this, Parliament decides:
(1) To amend the Constitution to allow for administrative requirements for voting and holding office.

To fulfill this, Parliament projects the following expenses:
(1) None.

Further, Parliament projects the following administrative efforts:
(1) Holding of a public referendum.

To implement the above, Parliament passes:
