Establish a House of Lords In the Kingdom of Alexandria by Amending The Constitution​

1 - Short Title and Enactment
(1) This Act:
(a) Shall be cited as the ‘House of Lords Enactment Act’ or ‘HOLE Act’
(b) Shall be numbered as P.B.##-###(to be decided by speaker)
(c) Shall be enacted immediately upon its assent by Her Majesty The Queen
(d) This Act has been authored by MP JamesTheSlay
(e) This has been co-sponsored by MP ComplexKing

2 - Constitutional Amendments
(1) In between §4a and §5 2 new sections will be created
(2) The new §5 shall include the following
(a) “5. House of Lords
The House of Lords is appointed by the Monarch on the advice of the Prime Minister and/or Deputy Prime Minister. There is no fixed number of lords. One-Fifth of lords must be hereditary peers. A “Hereditary Peer” is someone with a royal title such as Duke, Jester, and so on.

The house of lords may Veto a bill if they so wish or suspend a bill through a motion to suspend. A Member of the House of Lords may not propose a motion to suspend bills in urgent consideration, such as Monthly Appropriations. Veto must be given with a reason, and a veto may be overturned by a simple majority of the house. All voting must have a static majority. A motion

5a. Speaker of the Lords
Upon first assembling, The Lords Chamber elects a Speaker to be the presiding officer of the parliamentary chamber holding the following powers and responsibilities:

Preside over the Parliament: The Speaker oversees debates and ensures that parliamentary procedures are followed.
1. Maintain Order: The Speaker ensures that debates are conducted in an orderly manner and may call lords to order if necessary.
2. Impartially Enforce Rules: The Speaker remains neutral and does not participate in debates or vote, except to break ties.
3. Represent the Lords Chamber: The Speaker represents the Parliament in all matters outside of The Lords Chamber, including during official ceremonies.
4. Facilitate Debate: The Speaker manages the order of business, calls on lords to speak, and ensures everyone has the opportunity to participate.
5. Safeguard Privilege of The Lords Chamber: The Speaker protects the rights of Lords to speak freely within the Parliament.
6. Ensure Proper Procedure in The Lords Chamber: The Speaker ensures that The Lords Chamber follows the rules of procedure and upholds parliamentary traditions.
The largest party of The Lords Chamber may nominate a candidate for speaker. Parliament may elect them by a majority.


(3) All sections shall be renumbered accordingly
(4) all mentions of “Parliament” shall be changed to the “House of Commons”

Moves to Pass
The House of Lords Establishment Act​

Parliament notes:
(1) There is not another House of Parliament.
(2) A House of Lords would significantly increase the Activeness of Parliament.
(3) There would be more realistic play.
Based on this, Parliament decides:
(1) There should be some form of immediate action taken

To fulfil this, Parliament projects the following expenses:
(1) £1000 to help fund the Lords Pay.

Further, Parliament projects the following administrative efforts:
(1) The Queen should appoint a Lord as soon as possible

To implement the above, Parliament passes:
