Establish Rental Regions in Alexandria​

1 - Short Title and Enactment
(1) This Act may be cited as the ‘Rental Regions Act’.
(2) This Act shall be numbered as P.B.00-027.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Minister winterwolf.
(5) This Act has been co-sponsored by Prime Minister Casualgreyknight.

2 - Reasons
(1) The Kingdom of Alexandria currently has no rental region standards.
(2) Note: This is based off of Tenant Rights Act and Tenant Vibes Act in Redmont.

3 - Private Rentals
When a player is renting a region from a private landlord, they will be given the rights in this section, which will supersede any posted rental rules made by the landlord
(1) Tenants must be given a 24 hour notice from a landlord before they are evicted from a rental region, excluding a report made by a building inspector or if the tenant has been permanently banned/deported.
(2) Tenants must be given a full refund of the rent they have pre-paid if evicted, unless they have been permanently banned.
(3) Landlords must give the tenant a 12 hour notice to the renter prior to entering their region. This does not apply to rental regions with chestshops, an inactive tenant who has not been online in the last 30 days, a permanently banned/deported tenant, or if the tenant provides written permission of entry to the landlord.
(4) Landlords may not place security camera anywhere inside a tenant's rented region without the tenant's consent.

4 - Public Rentals
When a player is renting from the Government, they are entitled to the rights listed in this section:
(1) Tenants must be given 48 hours notice from the Government before they are evicted from a rental region, excluding a report made by a building inspector.
(2) Tenants must be given a full refund of the rent they have pre-paid if evicted.

5 - Landlord Rental Rules
(1) Landlords have the authority to list rental rules for how rented regions should be utilized.
(a) This can be anywhere from a written contract, or a verbal agreement on the plot will be used and adhere to MoD regulations.
(2) These rules can't be unreasonable.
(3) These rules must only apply to how a player uses the rental region.
(4) By renting a region, the renter understands these rules and consents to follow them, as long as they are renting the region.
(5) The player is no longer bounds to such rules after no longer renting the region.
(6) The tenant of a rental region is afforded the same rights as the landlord

6 - R-plot Rentals
(1) A property owner is only permitted to create one rental region on an r-plot.
(2) This rental region would cover the entirety of the plot, from the lowest point of the building, to the highest point of the building.
(a) This would include the building itself.
(i) The rental region would be a rectangle most of the time to reduce burden on staff creating the region.
(2) Everything on the plot may be unlocked and/or vaulted, aside from the listed rental rules.
(3) Any rental region on an r-plot must purely be used for residential purposes must have no chestshops, active businesses, and cannot be a headquarters.

7 - Region Transfer
(1) When a plot with a rented region is transferred from one property owner to another, the new property owner agrees to respect the already listed landlord rental rules.
(2) Any change to the rental rules would only impact new renters and players after they re-rent a region.

8 - Business Eviction
(1) Landlords may be required to compensate the tenant for the cost of moving their operations, if the rented region was:
(a) The main operation of a registered business,
(b) The main operation of a group, party, or organization otherwise.

9 - Legal Offenses
Wrongful Eviction
Evicting a tenant without reasonable notice or refund
Per Offence: Up to £750 + Rental Fees Refunded, which may be disputed in court.

Landlord Trespassing
Landlord entering a tenant’s rental region without reasonable prior notice. The rental region containing chestshops, an inactive tenant, or written permission of entry to the landlord by the tenant prevents the enforcement of this law.
Per Offence: £75 + Any changes to the rental region by the landlord are reverted.
