Alexandria War Games Events Guide

Draft Proposal for the Ministry of Internal Affairs




Overview: What is War?

War in the Kingdom of Alexandria is a structured, high-stakes conflict between organized Armed Groups, including rebel factions, militias, and the Alexandrian Armed Forces. War is a contest over sovereignty, legitimacy, and control of the Kingdom’s institutions. War Games will be played out like a board game, over weeks at a time. The rules are as follows:
A
war begins when an Armed Group declares open conflict and initiates a battle. The war ends when one side either surrenders or is completely defeated. Each war is made up of a series of tactical battles across the map, played out in "War Games"-style control point combat.



The Battlefield: Zones and Their Value

Alexandria is divided into strategic Control Zones, each with a monetary and institutional value. Victory in a battle over a control zone gives an Armed Group control over that region and entitles them to potential monetary rewards or political leverage.

Note: By default, all zones are under the control of the Government of Alexandria and its military.




Armed Groups: Who Can Participate

Only officially registered Armed Groups may participate in battles and declare war. This includes military units, rebel factions, militias, and paramilitary organizations.

Registration Requirements:

  • Name of the Armed Group
  • Designated Commander/Leader
  • Appointed Treasurer (may be same as Leader)
  • Minimum of four members
  • Defined ideology or stated purpose
  • Payment of £600 Armed Group Registration Fee to MOIA
The Treasurer will be financially responsible for all battle tax payments and will receive any battle winnings.

[Declaring War] Step-by-Step Process:

  1. Notify MOIA:
    The leader of the Armed Group submits a ticket to the MOIA declaring intent to initiate war.
    • A 1-hour Battle Window is arranged.
    • MOIA notifies the defending side (usually the Alexandrian Military).
    • A Control Zone is chosen as the battlefield.
  2. Pay Battle Tax:
    The Attacking Group pays a Battle Tax equal to the value of the targeted Control Zone to MOIA.
  3. Official War Announcement:
    The conflict is announced in the Government Discord Channel.
  4. Engage in Battle (PvP):
    PvP is enabled for 30 minutes in the chosen zone using capture-the-flag mechanics. At the end, control is awarded to the group holding the zone’s flag.

Post-Battle Outcomes

| If Attackers Win: | - Gain control of the zone
| - Receive a refund of their Battle Tax
| - Can ransom the zone back to the government for its value
| - May continue attacking further zones

Victory Conditions

A war ends when:
  • One side surrenders, OR
  • One side loses control of all their zones, OR
  • The attacker is repelled repeatedly and becomes defunct.
If a rebel group gains control of all key government buildings (Beaumont Castle, Parliamant, Courts & Executive Office), they may:
  • Declare victory,
  • Ransom zones, OR
  • Demand political concessions
  • Or automatically receive the government ransom for all zones taken by the Armed group




Example Conflict: The Separatist War

First Battle – Arena Beach (August 5)

  1. The [Separatist Alliance] registers and declares war on the Government of Alexandria.
  2. They select Arena Beach as their landing point.
  3. MOIA arranges the battle.
  4. The Separatists pay £750 Battle Tax.
  5. After a 30-minute PvP session, the Separatists win control.
  6. They are refunded the £750, and control of Arena Beach is transferred.
  7. The war continues.

Second Battle – Parliament Zone (August 12)

  1. The Separatists push forward to attack Parliament.
  2. They pay £4000 Battle Tax.
  3. After PvP combat, the Alexandrian Military defends Parliament successfully.
  4. The Government retains control and earns £4000 from the tax.
  5. The Separatists are pushed back to Arena Beach.
  6. Now, the Government has initiative and may choose the next battlefield.




Q&A – Frequently Asked Questions

Q: Can random citizens join the war?

A: No. Only members of registered Armed Groups may participate in battles. citizens can choose to join an Armed Group

Q: Can two Armed Groups team up?

A: Coalitions are allowed but must be declared in advance to MOIA. All participating groups must be registered.

Q: What happens if a zone is captured?

A: Control of that zone shifts to the winning group, affecting roleplay. (as of now, there will be no effect on the soverign function of government from captured buildings)

Q: What is the purpose of the Battle Tax?

A: It creates strategic and financial stakes. Attackers are punished for reckless engagements and rewarded for successful ones.

Q: Can Armed Groups declare war at any time?

A: No. All war declarations and battle times must be scheduled and approved by MOIA. PvP without authorization is considered illegal.

Q: What happens if all government zones fall?

A: The defending government may be declared defeated, and if the government consents, it can facilitate a political transition; otherwise, all zones are automatically ransomed back to the government.

Q: What if the Armed Group wants peace?

A: They may surrender at any time. Zones may also be ransomed back to the Government to end hostilities.
