Ministerial Administrative Overview
Preamble: The Ministry of Development is charged with the responsibility of the following as outlined in the Government Organization Act §15(1):
(a) Create of government infrastructure;
(b) Maintain building regulation compliance;
(c) Manage of public transportation networks;
(d) Establish plot regulations;
(e) Mint items for private pastes, public pastes, or general city upkeep;
(f) Create policy to enforce these provisions or any other power as prescribed by law.
1 – Policy Changes
(1) Ensuring that Ministry policies are legal, transparent, and fair to the majority of people is always the goal of the Ministry of Development.
(2) If MoD policy contradicts an act, the act supersedes the policy.
(3) Should the Ministerial leadership team seek to implement new policy, change existing policy, or repeal old policy, they should encourage and seek public feedback.
(4) The Minister ought to consider any feedback received in relation to policies but retains ultimate discretion as to the final policy of the MoD.
2 – Organizational Structure
(1) The Leadership team of the MoD is made up of:
(a) Minister of Development – Responsible for overall strategic direction of the MoD including policy and projects.
(b) Secretary of Development – Oversees the employees and functions of the MoD on a day-to-day basis.
(2) Bureau of Land Management - Responsible for enforcing building regulations through established policies. Includes:
(a) Chief Inspector – Leader of the property standards teams and ensures that subordinates work in accordance with established policies.
(b) Property Inspector – Work to issue notices for defective plot in accordance with the ‘Violation of Regulations Procedure’ and ‘Zoning Regulation Policy’.
(3) Bureau of Project Management – Responsible for constructing and improving infrastructure of Alexandria. Includes:
(a) Project Director(s) – Oversee the projects of subordinates to ensure they are on track and appropriately met the brief. Project directors may also take on projects, and enact pastes.
(b) Project Managers – Constructs and plans out building buildings and infrastructure as required, in accordance with the brief contained in the ‘Job Log’ on discord. Project managers may also enact pastes in accordance with the relevant policy.
3 – Hiring
(1) Applications for roles within the MoD should be submitted in the prescribed form via the forums.
(2) Applicants must:
(a) Have 24 hours of playtime (Across all Minecraft Cities Network servers);
(b) Have and be available on discord;
(c) Have forums synced with in-gam account;
(d) For Bureau of Project management application, a portfolio of 2 to 5 high quality builds.
4 – Remuneration
(1) The Ministry shall pay a salary aligned to the Pay Scale Act, as well as offer commissions for various tasks.
(2) In accordance with the Pay Scale Act, the Ministry shall pay:
(a) The Chief Inspector and the Project Director as a Level 4 employee;
(b) All other employees as a Level 5 employee or as otherwise provided in law.
(3) Build Team member(s) shall receive Commissions for builds and/or contribution toward the completion of a build in accordance with the following pay scale:
(a) Miscellaneous Maintenance: £50 - £500
(b) Small Structure: £500 - £3000
(c) Medium Structure: £3000 - £6000
(d) Large Structure £6000 - £8000
(4) Build Team member(s) shall receive £100 per completed paste.
(5) Inspection Team member(s) shall receive Commission for their successfully evicted and auctioned plots in the sum of 10% of the auction proceeds.
(a) Should a notice be resolved prior to eviction, the Inspection team member shall be entitled to £100. The team member must not process payment of this sum and is responsible for self-reporting to the chief inspector and/or ministerial leadership via their private employee channel when payment is due.
5 – Performance
(1) Upon being hired, the employee must join the Ministry of Development Discord Channel. They will be set up with a private channel within the MoD Discord with the leadership team.
(2) The Secretary and/or team lead is responsible for onboarding and setting expectations of their employees.
(3) Employees needing to take a Leave of Absence must do so in the #leave-of-absence channel in the Ministry Discord. Leave of Absences is not something that is “approved” or “denied”, employees are entitled to take a leave of absence as they see fit. Employees must use the template found on the #leave-of-absence channel.
(4) Employees of the Ministry of Development are considered at-will unless otherwise specified by law. The employee, Secretary, or Minister of Development may terminate employment at any time for any reason.
