Violation of Regulations Procedure:
  1. Reporting
    1. Property Inspectors of Chief Inspectors shall identify plots that do not meet property standards.
    2. Screenshots shall be taken of any applicable violations.
    3. A thread shall be created within the ‘Eviction Reports’ node within the Ministry of Development forum according to the format outlined in Appendix A.
    4. A post will be made in the StateCraft Discord according to the format outlined in Appendix B.
    5. A notice must be issued in-game using /mod-eviction-notice <name> <plot> <reason>.
    6. Players are given a 14 day grace period to resolve reason for eviction notice.
    7. Players may request for an extension of the grace period or a dismissal of the notice through the forums.
      1. Such a request is evaluated at the discretion of the Ministry.
      2. A Notice may only be removed or deferred by the CI or Ministry Leadership upon request by the plot owner.
  2. Fines:Pursuant to relevant acts of Parliament, MOD is empowered to issue fines not exceeding 200 pounds per player per day of violation. Fines shall not be administered until the 14-day grace period has expired. Once fining has begun, daily fines shall not exceed 14 days.
    1. Violations of the Build Height Limit shall subject the plot owner to a 5025-pound fine per day of non-compliance, provided that a notice has been issued and a grace period of 14 days has expired.
    2. Violations of the Agricultural Land Regulations shall subject the plot owner to a 25-pound fine per day of non-compliance, provided that a notice has been issued and a grace period of 14 days has expired.
    3. Violations of the Plot Limits shall subject the plot owner to a 2550-pound fine per day of non-compliance, provided that a notice has been issued and a grace period of 14 days has expired
    4. Violations of Lack of Development of plots shall be a 50-pound fine per day, provided that a notice has been issued, and a grace period of 14 days has expired.
  3. Failure to Pay Fines:The MoD may address failure to pay fines through imposing a lien upon the property or expropriating the property.
    1. Pursuant to relevant portions of the Realtor Act, the MOD may impose a lien upon properties where the property owner has failed to pay a fine or has an insufficient balance to pay a fine, but remains ineligible for expropriation as a result of meeting payment requirements.
    2. Pursuant to relevant portions of the Eviction Fix Act, the MoD may choose to expropriate properties where the property owner has failed to pay a fine or has an insufficient balance to pay a fine.
  4. Liens:The MoD may seek compensation through the use of a lien in the Magistrate Court.
    1. The MoD may only seek a lien after reasonable effort to inform the property owners for fourteen days via Discord, in-game mail, and on the forums of their outstanding fine.
    2. The MoD shall retain all records of punitive action, as well as all evidence, for three months.
    3. The Magistrate Court may grant them a lien unless the individual the fine was filed against can show proof of payment.
  5. Expropriation:The MoD may expropriate non-compliant properties when fines have not been paid or when the player has been fined for 14 consecutive days whilst remaining non-compliant.
    1. To evict a plot, perform /mod-setplotowner GovDevelop <plot name>.
    2. Not that this action was performed through a post on the forum thread and on the StateCraft Discord.
  6. Distribution of Properties:The MoD may elect to distribute properties through public auctions. Unless indicated otherwise, plots are to be auctioned in this manner.
    1. Auction Procedures: Unless otherwise directed by the Minister of Development, auctions shall follow this procedure.
      1. A thread in #marketplace is to be created using the template in Appendix C.
      2. The starting bid shall be set to the plots base value, with the increment chosen as 5% of that.
      3. The endtime shall be chosen as 48h without any new bids.
      4. Fine the highest bidder using /fine <name> <amount> <reason> with the reason being the plot name.
        1. If they do not hold the appropriate funds, fine them £100 with reason “false bid” and open the auction for another 24h for new bids.
      5. Concluding, transfer the plot using /mod-setplotowner <name> <plot>.
      6. The player the plot was expropriated from shall receive 75% of the plot’s final auction cost as compensation.

Types of Reports

Lack of Development (LD)If the owner does not make efforts in developing their plot for 30 days or more.
  • Notice is given.
  • The plot owner is required to submit a plan to develop the property, or sell it.
  • Resolution must occur within 14 days.
  1. The player will be fined the amount allotted according to this policy until a resolution has occurred or the player has been fined a maximum of 14 days.
  2. If no resolution has occurred after the fining period, the plot will be expropriated in accordance with law and policy.
Non-Compliance (NC)If a plot is found to be in violation of any regulation applying to plot types or build regulations.
  • Notice is given.
  • The plot owner is required to bring the plot into compliance.
  • Resolution must occur within 14 days.
  1. The player will be fined the amount allotted according to this policy until a resolution has occurred or the player has been fined a maximum of 14 days.
  2. If no resolution has occurred after the fining period, the plot will be expropriated in accordance with law and policy.
Exceed Plot Limit (PL)If the total number of plots owned by an individual player exceeds the amount allotted by any applicable law or Ministry regulation.
  • Notice is given.
  • The plot owner is required to be within the plot limit or provide the Ministry with a plan to sell plots bringing them within the plot limit.
  • Resolution must occur within 14 days.
  1. The player will be fined the amount allotted according to this policy until a resolution has occurred or the player has been fined a maximum of 14 days.
  2. If no resolution has occurred after the fining period, the plot will be expropriated in accordance with law and policy.
