AMENDMENT 26

Amend §5(9) of the Standing Orders to read the following:

"Once the Monarch assents to the passage of an Act assents to the passage of an Act of Parliament grants assent to a bill, the Office of the Speaker shall update the reference number to follow the style: “A.P.###-###”, where “###-###is equivalent to the bill numbering signifies a sequential numbering of ALL acts passed by Parliament, regardless of term, move it to the appropriate “Acts of Parliament” subforum, and update its tag to “Act of Parliament”."

AMENDMENT 28
Should the associated Motion to Amend pass, the Standing Orders of Parliament shall be amended in the following manner:

(6) If an Act of Parliament is amended or repealed by a later Act, the Office of the Speaker shall reply to the original amended Act with a post containing a link to the later amending Act, and the excerpt(s) of the amending Act which contain the changes to the amended Act.

(a) This provision shall not apply if the amending Act amends the Constitution.

AMENDMENT 30
Should the associated Motion to Amend pass, the Standing Orders of Parliament shall be amended in the following manner by inserting the following section after Section 19 - Miscellaneous:

"Section 20 - Minimum Activity Requirement
(1) All Members of Parliament must meet the following minimum activity requirements on the server:
(a) At least 8 hours every 30 days
(b) At least 2 hours every 7 days
(c) Log into the server at least once every 5 days

(2) Incoming members of a newly formed parliament will have a 2 week grace period to achieve the minimum activity requirement.

(3) Members of Parliament will be exempt from activity requirements if they:
(a) are on an official leave as described in §14a.
(b) have an emergency and provide notice to the Speaker or Deputy Speaker.

(4) Abuse of leave of absences, or excessive inactivity by any Member shall be grounds for censure or removal."

5 - Legislative Process

(2) The legislative process begins when the posting sponsor gives notice to the Speaker of Parliament of their intent to table their bill or resolution for consideration by the chamber.
(a) Bills and resolutions must be posted to the “Government > Parliament > Chamber” forum.
(b) At this stage, the Office of the Speaker shall assign a unique reference number to the bill, following the style: “P.B.XX-YYY”, where XX signifies the current Parliamentary term and YYY is a sequential numbering of all bills introduced during the current term.

(3) After a bill or resolution has been tabled, it must be open for public comment in the #bills channel of the StateCraft Discord server for 24 hours before moving on to the next stage.
(a) Prior to the end of public comment, the posting sponsor of a bill may accept any amendment proposed to their bill as germane and immediately incorporate it into the bill.

(i) The posting sponsor must give notice to the Speaker of this action.

(2) The posting sponsor initiates the legislative process by completing the following steps. After the posting sponsor completes these steps, the bill is tabled.

(a) Posting the bill to the "Chamber" subforum.
(b) Posting a Statement of Intent as a reply to the bill thread. (See Appendix B for Statement of Intent formatting standards.)
(c) Posting a link to the bill thread in the #bills channel of the StateCraft Discord server.
(d) Notify the Speaker of Parliament in the #parliament-floor channel of the Parliament Discord.

(3) As soon as is practicable after a bill is tabled, the Office of the Speaker shall post a copy of the original text of the bill as a reply to the bill thread. Additionally, the posting sponsor is prohibited from editing the bill without submitting an amendment in the thread and notifying the Speaker. Amendments are not required to be voted on until a bill enters Reading and Debate.

(3) The Speaker of Parliament shall advance the bill to Reading and Debate as soon as practicable after both of the following:

(a) The Speaker receives notification that the bill has been tabled.
(b) No less than 24 hours have elapsed since the bill was posted in the #bills channel of the StateCraft Discord server.
(4) Following the public comment period When a bill enters Reading and Debate, the Office of the Speaker shall create a post in the #discussion-debate channel of the Parliament Discord server to facilitate debate amongst the Members of Parliament on the bill or resolution.
(a) By default, the debate period shall last 72 hours.
(b) Any member may move to extend debate, or conclude debate early, on any bill or resolution.
(c) If a bill or resolution is placed under urgent consideration, its debate period shall last for 24 hours, shall run concurrently with any time remaining on the public comment period, and may not be extended.
