Tenders

The Ministry of Development may, from time to time, solicit contracts through official "Requests for Tenders" (RFT) announcements. Pursuant to relevant Acts of Parliament (REALTOR ACT), the government must pay for the labor or products of public pastes, which includes all government buildings, and permanent structures. Funding for Tenders will be sought from Parliament and from MOD income on property sales.

  1. Tender Process:
    1. The MoD shall announce a tender in government-announcements.
    2. The MoD shall post the tender in marketplace using the Request for Tender (RFT) format in Appendix C.
    3. Individuals or corporations may bid on the RFT using the format in Appendix D.
      1. All bids are understood to be in Alexandrian pounds.
      2. Individuals or corporations may bid to complete all or a portion of the RFT.
      3. If more than one individual or corporation bid to complete the same RFT, bidding shall end 48 hours after the last valid bid.
    4. The MoD shall assess the validity of bids.
      1. Bidders must demonstrate not only the economic benefits of their contract, but also a demonstrated ability to supply the RFT.
      2. MOD shall consider the following factors in issuing a Tender Contract:
        1. Does the Bidder value the contract above/below the MOD estimated value of the tender? Cheaper bids are preferred.
        2. Does the Bidder meet the minimum playtime requirements (optional) to complete the contract?
        3. Does the Bidder have the resources and means to complete this tender bid adequately? Has the Bidder demonstrated such in their bid?
      3. Where there is a conflict of interest, the MOD affiliate must disclose the conflict and recuse themselves from the decision process.
    5. The MoD shall accept the lowest valid bid with the highest level of completion of the RFT.
    6. Upon close of RFT auction, the player shall have 7 days from the close of auction to complete the tender.
    7. Players must leave the completed tender in designated chests or barrels within the Ministry of Development building.
    8. Upon verification of the receipt of the tender, the MoD shall pay the player the agreed amount out of the GovDevelop account.
    9. Tender must then be logged and updated within the MoD Discord.
  2. Process for calculating structure’s build content:
    1. A MOD Employee may take a schematic of the structure (or copy with world edit), either in the creative world or in the main world, and certify the tender item lists.
    2. The tender item lists must strive to encompass 100% of materials used, with due regard for the rarity of the blocks used and their commonality.
    3. For blocks that have multiple varieties, MoD is authorized to consolidate their like types (ex, quartz stairs, quartz pillars, chiseled quartz = all quartz types). Blocks that require further "value-added" treatment, such as furnace treatment or added dyes, may not be consolidated. MoD can also accept precursor items such as 1/4 logs instead of planks, or nine iron ingots instead of iron blocks, and make necessary combinations to simplify the tender list.
    4. For any blocks which make up less than 5% of the build's total blocks, and are not unique/valuable blocks (not diamonds, gold, iron, netherite, beacon, etc.), MoD is authorized to round up from an existing common block to substitute.
