PARLIAMENT VOTE: 4-0-0
1 - Short Title and Enactment
(1) This Act may be cited as the ‘Immigration and Citizenship Act.'
(2) This Act may be numbered as P.B.00-010.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Deputy Prime Minister TheReal42Person.
(5) This Act has been co-sponsored by Minister winterwolf
2 - Reasons
(1) The Constitution does not define who a citizen is, leaving it up to law.
(2) Players should have a process to immigrate and emigrate to/from the Kingdom of Alexandria.
3 - Definitions
(1) A ‘tourist’ is a player who has either just joined or is traveling to the server from another server. Tourists have rights, but no abilities of citizens within Alexandria.
(2) An ‘immigrant’ is any player wishing to become part of Alexandrian society from another nation.
(3) A ‘citizen’ is a player who has passed a citizenship exam and has the full rights and abilities of a citizen within Alexandria.
(4) ‘Abilities of citizens’ include running for public office, becoming employed within Alexandria, paying taxes to Alexandria, receiving security clearances, owning property, receiving grants, opening a business, and anything else determined by the Ministry of Foreign Affairs.
4 - Tourists
(1) Upon joining the server for the first time, a player shall receive the ‘Tourist’ role in-game.
(2) Tourists shall have a starting balance set by the Ministry of Trade & Finance.
(a) Tourists shall not be required to pay tax.
(3) Tourists are barred from voting in elections, becoming employed, opening a business, and receiving grants in the Kingdom of Alexandria.
(a) Violation of this clause may result in being detained and/or fines.
(4) Tourists are not exempt from laws and may be arrested and/or tried for crimes committed.
(a) Tourists have the same rights as citizens, apart from the right to vote in elections and referendums.
(5) Tourists may take the Residency Exam, outlined in Section 5 of this act, immediately upon joining.
5 - Tutorial Area
(1) All players who join StateCraft for the first time shall spawn in a tutorial area.
(2) The Ministry of Foreign Affairs shall be responsible for designing the tutorial area of New Hamilton.
(3) The Ministry shall ensure that the tutorial area conveys information necessary for new players to integrate into Alexandrian society. This includes, but is not limited to:
(a) Employment, career, and entrepreneurial paths.
(b) Custom items and gameplay features.
(c) Voting and the system of government in the Kingdom of Alexandria.
(d) The Constitution of Alexandria, including the rights and freedoms guaranteed therein.
(e) Navigating, renting, and acquiring property in New Hamilton.
(f) Participating in Alexandrian life on Discord and the forums.
(g) Minecraft Cities Network rules.
(4) The Ministry shall collaborate with Staff and relevant government entities regarding the design, construction, and information displayed in the tutorial area.
(5) The Ministry shall review the tutorial area at least once every three months to ensure that the information displayed therein is accurate and up to date.
6 - Naturalization
(1) Any player may become a citizen of the Kingdom of Alexandria by passing a Citizenship Exam.
(a) A score of 80% or higher is required to pass the Citizenship Exam.
(b) A player may attempt the citizenship exam whenever they wish. There shall be no limit as to the number of times a player may retake the Citizenship Exam, nor shall there be a required waiting period between attempts.
(2) Upon passing the citizenship exam, a player shall be granted the ‘Citizen’ role in-game and have full rights and abilities within the Kingdom of Alexandria.
(3) The sign for the citizenship exam shall be located near the tutorial area.
(4) The Ministry of Foreign Affairs shall be responsible for administering the Citizenship Exam.
(a) The Citizenship Exam shall contain no more than 15 questions.
(b) The Citizenship Exam shall contain no less than 2 questions related to Minecraft Cities Network rules.
(c) The Ministry shall ensure that the answer of each question on the Citizenship Exam can be found in the tutorial area.
(d) The Ministry shall review the Citizenship Exam concurrently with its review of the tutorial area at least once every three months to ensure the questions and answers contained therein are accurate, up-to-date, and compliant with this subsection.
(5) The government may only revoke the citizenship of a player pursuant to applicable law.
7 - Emigration
(1) If a citizen requests to emigrate to another country, the Ministry of Foreign Affairs may rescind their citizenship rights and the player shall be reverted to Tourist status.
8 - Multi-Citizenship
(1) Citizens of Alexandria may have citizenship in other nations/servers without impeding on their rights in Alexandria.
(2) Citizens will not be taxed in Alexandria for property, money, etc. that they own in other nations/servers.
9 - Grandfather Clause
(1) Any player who joins/joined before the relevant exams are set up shall be granted automatic citizenship.
