1 - Short Title and Enactment
(1) This Act may be cited as the ‘Speakers Are Members (too) Act’ or ‘SAM Act’.
(2) This Act may be numbered as P.B01-00X
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored and sponsored by Ameslap.
(5) This Act has been co-sponsored by Ethamn

(1) The Speaker of Parliament role is well intentioned, but too limited in nature.

5 - Speaker of Parliament
(1) The Speaker of Parliament primarily serves to facilitate debate and discussion, keep the chamber in order, efficiently administer the legislative process, enable transparency with the public, and fulfill any other duties given to them in the Constitution.
(2) The Speaker of Parliament shall remain unbiased towards all legislation, debate, Members, reports, and any other actions taken by Parliament.
(a) The Speaker shall not be a member of Cabinet or Shadow Cabinet, as outlined in the Constitution.
(b) The Speaker may propose motions or legislation through the following process:
(i) The Speaker submits a bill or motion to the appropriate Discord channel;
(ii) The bill or motion must be seconded by a member of the government and a member of the opposition before it can be debated and voted on by Parliament.
(iii) The Speaker may not engage in any debate on their bill or motion, unless specifically asked by a member of Parliament.
(3) The Speaker of Parliament election shall take place immediately upon the transfer of power after a General Election.
(a) A 24-hour nomination period shall take place, followed by a 24-hour voting period.
(i) A motion to close nominations can be made, which must meet a simple majority to pass.
(b) The Member of Parliament who receives a majority of the votes shall be elected Speaker of Parliament.
(4) In the event of a tie on any action (i.e. bill, resolution, motion) by Parliament, the Speaker of Parliament must cast a tie-breaking vote in favor of the status quo.
(5) The Speaker of Parliament may be removed through a Vote of No Confidence outlined in Section 14 of this act.
