Open a Competition to Set an Anthem for Alexandria
1 - Short Title and Enactment
(1) This Act may be cited as the ‘National Anthem Act’ or ‘Anthem-Act’.
(2) This Act shall be numbered as P.B.01-033.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Member of Parliament ItsStormcraft.
(5) This Act has been co-sponsored by Member of Parliament SeminoTV.
2 - Reasons
(1) To give more character to our nation.
(2) To establish an event.
3 - Basis
(1) A National Anthem shall be set for the Kingdom of Alexandria.
(2) This Anthem shall be defined by public choosing in the form of a competition.
(3) This competition shall be held in two stages: Lyrical stage and musical stage.
(4) The final product shall be released under CC BY-SA or any less restrictive license and be made publicly accessible as mp3, Sheet Music, midi, music xml and all other applicable formats.
4 - Lyrics
(1) Everyone may submit one or multiple entries of original texts to be used as lyrics.
(2) These lyrics shall meet the following criteria:
(a) No AI was used in the creation.
(b) All authors must be credited.
(c) The structure of the piece shall be made clear in the lyrics.
(3) The lyrics must not contain any slurs and should be dignifying and representative of the Kingdom and Crown.
(4) A txt-file containing the lyrics shall be given to the MoIA under CC BY-NC-SA or any less restrictive license. The author is obligated to expand this to CC BY-SA should the text be chosen.
(5) Intentionally breaking these criteria may lead to all entries by this player being disqualified.
(6) After announcement, players shall be given two weeks to work on these lyrics and submit them.
(7) After the submission period ends, the MoIA shall host a referendum over 72h using Instant-Runoff Voting.
5 - Music
(1) After the MoIA announces the winning lyrics, the next stage of the competition shall begin.
(2) Everyone may submit one or multiple entries of full, original pieces matching the lyrics.
(3) These pieces shall meet the following criteria:
(a) No AI was used in the creation.
(b) All composers must be credited.
(c) The pieces should be dignifying and representative of the Kingdom and Crown.
(4) All relevant files as named in §3/4 shall be given to the MoIA under CC BY-NC-SA or any less restrictive license. The author is obligated to expand this to CC BY-SA should the piece be chosen.
(5) Intentionally breaking these criteria may lead to all entries by this player being disqualified.
(6) Players shall be given four weeks to work on their piece/pieces and submit it/them.
(7) The MoIA shall publish an mp3 and a pdf of all submitted scores.
(8) After the submission period ends, the MoIA shall host a referendum over 72h using instant-Runoff Voting.
(9) The Anthem shall be played to the Monarch who then gives it Royal Assent.
6 - Fairness
(1) To ensure fairness, the mp3 for all submissions shall be created by importing a midi of the score into MuseScore Studio and exporting it with MuseSounds setup.
7 - Changing the Anthem
(1) Six months after an anthem is chosen or retained, a binding referendum over 72h shall occur wherein voters shall decide whether to retain the current Anthem or hold a new contest.
(2) If the result of the referendum set forth above is to hold a new contest, the contest shall follow the process set forth in §4-5.
(3) If a petition to remove the Anthem passes, a binding referendum over 72h shall be held whether to remove the Anthem early.
