Provide affordable healthcare to Alexandrians by establishing the Crown Health Service and the Crown Health Insurance Plan​

1 - About this Act
(1) This Act
(a) may be cited as the Crown Healthcare Act.​
(b) may be numbered as P.B.03-### (to be assigned by the Office of the Speaker).​
(c) shall be enacted immediately upon receiving royal assent from Her Majesty the Queen.​
(d) has been authored by Prime Minister Capt11543.​
(e) has been co-sponsored by Minister of Welfare Taelor and MP JunoAndrist.​


2 - Definitions
For the purposes of this Act, the following terms are defined:

(1) “Healthcare professional” - This term encompasses doctors, nurses, pharmacists, and other job titles which are substantially involved with providing healthcare to patients.
(a) This shall not include job titles which primarily serve an administrative or supervisory role.​

(2) “Immediate care” - Care provided by a healthcare professional immediately upon request by a patient.

(3) "Deferred care” - Care provided by a healthcare professional at an agreed-upon time after a request is submitted by a patient.


3 - Crown Health Service
(1) The Crown Healthcare Service (“CHS”) is hereby established under the Ministry of Welfare.

(2) The Secretary of Health shall serve as the Director of the CHS.

(3) The CHS shall employ and train healthcare professionals to treat illnesses, injuries, and other afflictions known to affect individuals in Alexandria.

(4) The CHS shall provide care to all individuals in Alexandria who request it.

(5) The CHS must facilitate immediate care whenever healthcare professionals are available. The CHS may offer deferred care upon request by a patient.

(6) The CHS shall pay healthcare professionals a reasonable piece rate for each case processed. This piece rate may vary based on complexity, division of labor, and other factors as determined by the CHS.


4 - Crown Medical Facilities
(1) The Ministry of Welfare shall designate one or more locations in Alexandria as Crown Medical Facilities (“CMFs”).

(2) The CHS shall be primarily responsible for the operation of CMFs.

(3) CMFs shall remain accessible to the public at all times.

(4) At least one CMF shall provide pharmacy services.


5 - Crown Health Insurance Plan
(1) The CHS shall administer a public health insurance program known as the Crown Health Insurance Plan (“CHIP”).

(2) CHIP shall cover 100% of the cost to provide care to covered patients.

(3) Covered patients who received deferred care may be charged a co-pay of no more than 20% of the costs covered by CHIP for their care. This co-pay shall be used to provide bonus compensation to healthcare professionals for providing deferred care to the patient.

(4) All citizens of Alexandria are automatically covered by CHIP.

(5) The Ministry of Welfare may make CHIP coverage available to non-citizens. The Ministry may charge non-citizens (and only non-citizens) a reasonable premium for CHIP coverage.


6 - Telehealth Service
(1) The Ministry of Welfare shall make a Telehealth Service available to all individuals who seek expedited care when no healthcare professionals are available.

(2) The Ministry shall offer the Telehealth Service at at least one CMF.

(3) The Telehealth Service shall be priced in a manner which encourages individuals to seek care from healthcare professionals.

(4) Use of the Telehealth Service shall not be covered by CHIP.

The Crown Healthcare Act​

Parliament notes:
(1) Health-related gameplay features have recently been enabled on StateCraft.
(2) Healthcare should be freely available to citizens.
(3) Doctors and nurses should have clear paths
(4) The private sector cannot be relied upon to provide affordable healthcare.

Based on this, Parliament decides:
(1) To establish a national healthcare provider responsible for employing doctors and providing care to patients.
(2) To establish the right to healthcare for all individuals in Alexandria, regardless of citizenship.
(3) To provide insurance to citizens of Alexandria by default.

To fulfil this, Parliament projects the following expenses:
(1) Payroll expenses for healthcare professionals on staff.
(2) Material costs related to production of medical supplies.

Further, Parliament projects the following administrative efforts:
(1) Hiring of healthcare professionals and administrative staff.
(2) Procurement of materials for production of medical supplies.
(3) Clerical efforts related to patient records.
