To the Highest Court in all of Alexandria, I come before you requesting a prior ponderance and a ruling regarding an unsettled matter of law.

ENTREATY FOR PRIOR PONDERANCE


1. BACKGROUND

The Constitution of this great Kingdom outlines the powers and responsibilities of the Monarch (Part IV, Section 19). This includes the following:
Royal Assent. Granting royal assent to bills passed by the Parliament, allowing them to become law.
and
The Monarch is a King or Queen who acts on the lawful and reasonable advice of the government of the day, and may only in exceptional circumstances refuse or delay actions as advised, with the understanding that any such actions must align with the Constitution and established legal principles.
and
Advisory Role. While the Monarch’s role is largely ceremonial, they may receive regular briefings and counsel from the Prime Minister and Cabinet, but must not exert influence over political decisions.

2. THE QUESTION
The question that I pose to this court is the following:
  1. Can the Monarch withhold assent on laws?
  2. If the Monarch can withhold assent, in what situations may they do so?
  3. Is there a reasonable time limit to assenting (or if allowed, not assenting)?
