Parliament considered a motion to schedule an in-game session for the express purpose of debating certain bills which were under consideration at the time.

Pursuant to §6(1) of the Standing Orders, I move that Parliament hold an in-game debate session on all bills proposed in ⁠parliament-floor⁠, including the Criminal Procedure Act, the Criminal Code Act, and the Statute of Limitations Terminology Modification Act

The proposed session shall be held on at a time determined by the Speaker.

The following provisions shall apply to this session:

(1) The Office of the Speaker shall schedule the in-game debate session and notify all Members of Parliament at least 24 hours in advance.

(2) The in-game debate shall follow the rules set forth in §12 of the Standing Orders, except that:

• (a) The session agenda shall consist solely of the specified bill or resolution.
• (b) No votes on the bill or resolution shall be held during the session; voting shall continue to follow the standard legislative process outlined in §5.

(3) The Reading and Debate period for the relevant bill or resolution shall be automatically extended to conclude no earlier than 24 hours after the in-game debate session ends.

(4) This in-game debate does not replace or fulfill the asynchronous debate requirement in §5(6); it supplements it.

Note: As this motion is not listed in the Index of Parliamentary Motions, it is subject to the Speaker's review for validity under §6(3)(a) of the Standing Orders.

Mr. Speaker,

Pursuant to §4(2) of the Standing Orders, I wish for Parliament to discuss and debate the following quandary adapted from Bernard William's example disproving utilitarian ethics as a statement regarding the recent attacks on the Alexandrian Delegation while visiting Redmont:

Statement:

Bernard_madoff finds himself in the central square of a small DemocracyCraft town of Oakridge. Tied up against the wall are a row of Alexandrian diplomats, most terrified, a few defiant, in front of them several armed men in uniform. A heavy man in a sweat-stained khaki shirt turns out to be the captain in charge ToadKing, and, after a good deal of questioning of Bernard which establishes that he got there by accident while on a economic expedition, explains that the Alexandrians are a random group of foreign diplomats who, after recent acts of diplomacy against the government, are just about to be killed to remind other possible diplomats of the advantages of not diplomacy-ing.

However, since Bernard is an honoured visitor from another land, the captain is happy to offer him a guest’s privilege of killing one of the Alexandrians himself. If Bernard accepts, then as a special mark of the occasion, the other Alexandrians will be let off. Of course, if Bernard refuses, then there is no special occasion, and ToadKing here will do what he was about to do when Bernard arrived, and kill them all.

Bernard, with some desperate recollection of schoolboy fiction, wonders whether if he got hold of a gun, he could hold the captain, ToadKing and the rest of the soldiers Mugsy and Ko53, to threat, but it is quite clear from the set-up that nothing of that kind is going to work: any attempt at that sort of thing will mean that all the Alexandrians will be killed, and himself.

The Alexandrians against the wall, and the other Oakridgers, understand the situation, and are obviously begging him to accept. What should he do?
