DENIED.
The Ministry of Development regrets to inform you that we have decided to reject recognising these plots as merged for the following reasons:
The one "structure" that is supposed to connect them is a solid gold tunnel that doesn't connect the two plots. Even if the tunnel did have an opening to both plots, the Ministry of Development would still not be willing to merge the plots. One plot seems to be relegated just for Oracle, when the other plot is an entirely separate thing which seems to be a graveyard. The two plots are clearly distinct.
