Amend the Eminent Domain Act;
The Inactive Owner Act; and
The ‘Real-Estate, Allocation, Licensing, Transfer, and Ownership Regulations’ (aka: R.E.A.L.T.O.R) Act
To Imminently Bring Forth some Eminent Fixes to Alexandrian Property Regulations​

1 — About this Act
(1) This Act
(a) may be cited as the ‘Eminent Imminent Fixes Act’ or ‘EminImmiFix-Act’.
(b) may be numbered P.B. 01-052.
(c) shall be enacted immediately upon its signage.
(d) has been authored by Member of Parliament ItsStormcraft.
(e) has been co-sponsored by Member of Parliament SeminoBlue.

2 — Amendments to the Eminent Domain Act
(1) Amend §4(1) of the Eminent Domain Act by the following:

“The Ministry of Development shall have the power to initiate eminent domain proceedings against the owner of any property within the Kingdom of Alexandria who has not attained six hours of in-game play time within the last thirty days.”

3 — Amendments to the Inactive Owner Act
(1) Amend §3 of the Inactive Owner Act by the following:

“(1) If an owner shows under six four hours (64hr) of playtime in the last thirty days (30d), they shall be given a notice by the Ministry of Development that their plot(s) will be expropriated in fourteen days (14d).
(2) If the notice is still unanswered after fourteen days (14d), their property may be expropriated without compensation.
(3) If the owner shows under six four hours (64hr) of playtime in the last 30 days (30d) for a second consecutive month, their property may be expropriated without compensation or notice.
(a) The Ministry of Development shall include a notice about this provision with the notice required by §3(1).”

(2) Amend §6(2) of the Inactive Owner Act by the following:

Except pursuant to §3 of this Act, the Ministry of Development is held to the same obligation set forth in §4(3) of the Eminent Domain Act with regards to the purchase price of plots expropriated pursuant to this Act.
If an expropriation requires compensation, the Ministry of Development must either auction it off and repay the prior owner 80% of the achieved price or determine a price under §4(3) of the Eminent Domain Act and pay 80% of that.

4 — Amendments to the ‘Real-Estate, Allocation, Licensing, Transfer, and Ownership Regulations’ (aka: R.E.A.L.T.O.R) Act
(1) Amend §1(1) of the ‘Real-Estate, Allocation, Licensing, Transfer, and Ownership Regulations’ (aka: R.E.A.L.T.O.R) Act by the following:

“This Act may be cited as the ‘Real-Estate, Allocation, Licensing, Transfer, and Ownership Regulations Act(aka: R.E.A.L.T.O.R) or ‘Realtor-Act’.”

(2) Amend subsection §5(1) of the ‘Real-Estate, Allocation, Licensing, Transfer, and Ownership Regulations’ (aka: R.E.A.L.T.O.R) Act by the following:

“No player, with at least six hours of in-game play time over the last thirty (30) days, shall be deprived of property without the due process of law where it is required.
This includes, but is not limited to:”

(3) Amend paragraph §5(2)(1) of the ‘Real-Estate, Allocation, Licensing, Transfer, and Ownership Regulations’ (aka: R.E.A.L.T.O.R) Act by the following:

“The MoD is empowered to promulgate an eminent domain policy for plot owners who have less than four hours of play time in the last thirty days to perform evictions as part of its mandate pursuant to the regulations set forth in the Inactive Owner Act, other Acts of Parliament or a court order."

(4) Paragraph §5(2)(2) of the ‘Real-Estate, Allocation, Licensing, Transfer, and Ownership Regulations’ (aka: R.E.A.L.T.O.R) Act inlcuding all subparagraphs shall be struck and read "omitted" until a new paragraph is introduced in its place.
(5) Insert a new paragraph (5) into subsection §5(2) of the ‘Real-Estate, Allocation, Licensing, Transfer, and Ownership Regulations’ (aka: R.E.A.L.T.O.R) Act reading the following:

“All policies set forth by the Ministry of Development must be published on the forums.”

The Eminent Imminent Fixes Act​

Parliament notes:
(1) The current property rules are a mess.
(a) There exist three different Acts over which regulations are spread.​
(b) These Acts are too commonly in contradiction of each other.​
(c) A functional eviction process is therefore not guaranteed.​
(2) There is an untabled draft brought forth by the SKP faction through their Minister Ibney0 to consolidate property rules.
(a) This draft seeks to consolidate the rules into one Act and remove any contradictions.​
(b) This draft also reduced the time requirement set forth in the Inactive Owner Act.​
(i) Because of this, the Playtime Requirements Easement Act did not include easement in the Inactive Owner Act.​
(ii) The playtime requirement to own property is therefore still at 6h/30d, way above all other regulations.​
(3) Formally quoting the Realtor-Act is painful.

Based on this, Parliament decides:
(1) To provide imminent relief and to make the eviction process functional.
(a) For this, the straight ownership guarantee of the R.E.A.L.T.O.R. Act automatically granted at a certain playtime will be repealed.​
(b) A more specific auctioning and compensation system will be established.​
(c) The playtime requirement will be set to the regular 4h/30d.​
(2) Parliament will not consolidate property regulations at this time. This will be left to the more extensive reforms set forth in the aforementioned draft.
(a) This Act shall only seek to provide with the most simple and necessary steps to create a functional system in the interim.​
(3) To properly grant the Realtor-Act an abbreviation.

To fulfil this, Parliament projects the following expenses:
(1) The MoD will be empowered to receive a share of auctioning prices.
(2) There are no direct expenses linked to the enactment of this Act.

Further, Parliament projects the following administrative efforts:
(1) There is no further administrative burden on the enforcement of these rules.
(2) The MoD will not require any more employees to enforce the amended Acts.
