Clarify Powers of the Speaker and give the Speaker permission to pay their staff
1 – Short Title and Enactment

(1) This Act
(a) may be cited as the “Speaker’s Office Act”.
(b) may be numbered as “P.B. 02-001".
(c) shall be enacted immediately upon signage.
(d) has been authored by Speaker of Parliament Talion77.
(e) has been co-sponsored by Deputy Prime Minister Capt11543 and Leader of the Opposition ItsStormcraft.

2 – Amendments to other Acts

(1) The Government Organization Act shall be amended in the following manner:

“...
7 – Speaker of Parliament
...

(8) The Speaker of Parliament shall have the power to set commission based and/or biweekly pay for members of his office, except for himself and the Deputy Speaker of Parliament. This shall be paid from the Parliament Account (DCGovernmentLEG), over which the Speaker shall have control over.

8 – Office of the Speaker
...
(6) The Parliamentarian, the Clerk of Parliament and all Deputies under the Speaker shall be hired by and serve at the pleasure of the Speaker.
…”

3 – Severability
(1) The Provisions in this Act are severable. Should one Part of it be declared unconstitutional, it shall not affect the remainder of this Act.

The Speaker’s Office Act

Parliament notes:
(1) The Speaker doesn’t have authority to pay his staff, which is essential for the functioning of the Speakers Office.
(2) The Speakers powers in the Government Organization Act are ambiguous and should be clarified.


Based on this, Parliament decides:
(1) That the Speaker should have the authority to pay his staff.
(2) That the Speaker’s powers in the Government Organization Act should be clarified

To fulfil this, Parliament projects the following expenses:
(1) £3000 per month, to pay Parliamentary Staff

Further, Parliament projects the following administrative efforts:
(1) The Speaker will have to manually unfine their staff from the Parliament Account.
