Amend the Real Property Rules Consolidation Act to Simplify and Reduce the Cost of Private Pastes​

1 - About this Act

(1) This Act
(a) may be cited as ‘Paste Standards Amendment Act’.
(b) may be numbered as P.B.03-024.
(c) shall be enacted upon receiving assent from Her Majesty the Queen.
(d) has been authored by Minister of Development ImzaKRD.
(e) has been co-sponsored by Prime Minister Capt11543.

2 - Amendments to the Real Property Rules Consolidation Act

(1) §10 of the Real Property Rules Consolidation Act shall be amended in the following manner:

From:

10 - Paste policy
(1) The Power to paste, use creative mode, or any other means of spawning in items, blocks, or materials for all public builds is solely reserved for the MoD. All pastes for Public or Government projects must be issued a public tender, which shall account for 100% of the materials used in the structure. Temporary structures for events that are set to be deleted within 30 days of the event are exempt from this provision.

(2) The Power to paste is solely reserved for designated Ministry of Development employees. The Ministry of Development shall manage all administrative aspects of allowing private pastes, including charging a processing fee. The minister of Development shall set the administrative fee for MoD approval for private pastes. The minimum material tender requirement shall be 150% of the materials used.
(3) The Ministry of Development may promulgate any other rules or requirements for private pastes.

To:

(a) The Ministry of Development shall be required to source 100% of the materials used within public pastes.
(i) The Ministry of Development may issue a public tender to source the materials.
(ii) Temporary structures for events that are set to be deleted within 30 days shall be exempt from this provision.
(b) The minimum material requirement for private pastes shall be 100% of the materials used within the structure.
(i) The Ministry of Development may subsidise up to 50% of the materials used.
(c) The Ministry of Development shall manage all administrative aspects of private pastes.
(i) This shall include the ability to charge a processing fee.

(2) The Ministry of Development may promulgate further rules, policies, and requirements regarding pastes.”

The Paste Standards Amendment Act​

Parliament notes:
(1) The 150% minimum material requirement for private pastes is high and is burdensome to obtain for Alexandrians.
(2) Allowing the Ministry of Development to subsidise up to 50% of the minimum material requirement for private pastes will further urban development within the Kingdom of Alexandria.
(3) §10 of the Real Property Rules Consolidation Act contains vague and confusing language.

Based on this, Parliament decides:
(1) To reduce the minimum material requirement for private pastes to 100%.
(2) To allow the Ministry of Development to subsidise up to 50% of the minimum material requirement.
(3) To improve the wording of §10 of the Real Property Rules Consolidation Act.

To fulfil this, Parliament projects the following expenses:
(1) None.

Further, Parliament projects the following administrative efforts:
(1) Creation of the necessary administrative policies concerning pastes.

To implement the above, Parliament passes:
