Improve Infrastructure in Alexandria​

1 - Short Title and Enactment
(1) This Act may be cited as the ‘Build That Bridge Act'.
(2) This Act may be numbered as P.B. 03-11.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act was authored by Ayatha.
(5) This Act has been co-sponsored by bloodyrebals.

2 - Reasons
(1) Infrastructure to the outlying islands is sorely lacking, requiring players to pollute the ocean with unbreakable boats merely to access public land that, underneath their right to peacefully assemble, they should be allowed to access as the right to roam is contained within the right to peacefully assemble.

(2) Improved infrastructure would significantly benefit these outlying islands, allowing for the creation of future outlying resource areas which would further stimulate economic activity and player activity as happened in Redmont with Oakridge.
(3) This provides a significant economic stimulus by consuming large amounts of blocks whilst also injecting money that has been sitting stagnant in the SC Government’s pockets into the economy.

3 - Method of Enactment
In order to stimulate the economy the most for the funds expended the bridge shall be constructed in a three-phase system, prioritising the use of the free market to promote the establishment of player businesses.

Phase (1) will be the auction of the contract to competing designers (Each designer would need to provide either a scale model or a build on the creative server along with a detailed list of required materials in the construction of the bridge at scale.) in a race to the bottom cost wise while still maintaining an abundance of options for the government to select from. A committee will be formed by the MOD to select the design that best meshes with the city's look and style, and will award the contract according to their group vote.

Phase (2) will be the auction of the materials required to build the bridge via government tender.

Phase (3) will be the auction of the building contract to actually construct the bridge in New Hamilton over the period of 2 weeks to a month (the time for the bridge to take should be hammered out to be more specific once the design is nailed down).

4 - Funds

1. All funds needed regarding all phases of the bridge's construction shall be estimated by the Ministry of Development and later appropriated to it after the budget has been forwarded and confirmed by a majority vote in parliament.
