The River Act

Parliament notes:
(1) Since the dawn of time, water has been the life source of civilization. From the Euphrates and the Tigris rivers sprung the first empires of ancient Mesopotamia– from the Danube sprung Vienna, from the Loire: Paris, and from the Hudson: New York throughout history, rivers have been what villages, cities and farms rely on to survive. This begs the question, if Alexandria hopes to become a great nation, then why is our city based upon a rectilinear planning system aligned around streets and highways? We shall not be a car city like Redmont; We shall be built for people, not automobiles. To become truly great, we must strike the ground! Pry up our drab asphalt laden streets and replace them with a beautiful winding river.

Based on this, Parliament decides:
(1) To create a River Planning Commission to replace Main Avenue West with a beautiful winding river.

To fulfill this, Parliament projects the following expenses:
(1) Payment to project managers.

Further, Parliament projects the following administrative efforts:
(1) MoD requisition of construction equipment and materials, perhaps staff involvement.

To implement the above, Parliament passes:
