Establish the NPC Project​
1 - Short Title and Enactment
(1) This Act may be cited as the 'NPC Project Act'.
(2) This Act may be numbered P.B. 04-016.
(3) This Act shall be enacted immediately upon its signage.
(4) This Act has been authored by Prime Minister McBrittle419.
(5) This Act has been co-sponsored by PhillinDeBlanc .
2 - Definitions
(1) “NPC” refers to a non-player character which is utilized within this project to sell materials to.
(2) “Bazaar” refers to the area within New Hamilton that is dedicated to the NPC Project.

2 - Amendments to Other Acts

(1) The following amendments shall be made to the Real Property Rules Consolidation Act:

10 - Paste policy

(b) The minimum material requirement for private pastes shall be 100% of the materials used within the structure.
(i) The Ministry of Development may subsidise up to 50% of the total of each materials used through the use of government tenders or the NPC Project.
(ii) The Ministry of Development may only utilize the NPC Project for up to 50% of subsidized materials (25% of total materials). All other materials subsidized must be sourced through government tenders.


3 - Setting Up the NPC Project
(1) The Parliamentary Ministries have 45 days to complete the setup of the NPC Project.
(2) The tasks of setting up the NPC Project shall be divided to the Ministries as follows:
(a) The Ministry of Development shall be tasked with identifying a plot and building a bazaar.
(i) The bazaar shall include several stalls - one for each NPC as well as other decorations to fit the city’s aesthetic.
(b) The Ministry of Welfare shall be tasked with deciding the number of NPCs, what jobs the NPCs represent, and what materials are sellable to each NPC.
(c) The Ministry of Trade and Finance shall be tasked with setting the price each material should be sold for.
(d) The Ministry of Trade and Finance in conjunction with the Monetary Bureau shall establish the initial daily sell limit and the source of the money given by NPCs in exchange for materials.
(i) The daily sell limit shall per player and shall be based upon the amount of money given to the player rather than the number of items sold.

4 - Maintaining the NPC Project
(1) Regulations shall be placed on materials sold to NPCs.
(a) Materials sold to the NPCs are immediately deleted upon sale.
(b) Materials sold to the NPCs may be utilized by the Ministry of Development to subsidize private pastes.
(i) While materials are immediately deleted, it is understood that some materials or the potential value of such materials may be figuratively used to assist in subsidizing private pastes. It shall not be necessary to have an exact 1:1 ratio of materials sold to NPCs to materials from the NPC Project used to subsidize private pastes.
(c) Materials sold to the NPCs shall be logged for economical purposes.
(d) Daily per player sell limits and the source of the money given by NPCs to players shall be regulated by the Ministry of Trade and Finance in conjunction with the Monetary Bureau and may be altered at any time.
(i) The NPCs may be utilized to print money at the discretion of the Monetary Bureau. In this case, the Monetary Bureau shall have the power to establish the daily sell limit.
(ii) If the Monetary Bureau has elected not to utilize the NPCs to print money, the money given to players from the NPCs must come from funds appropriated to the Ministry of Trade and Finance (GovCommerce). In this case, the Ministry of Trade and Finance shall have the power to establish the daily sell limit.

5 - Severability
(1) The provisions of this act are severable. Should the NPC Project Act be repealed, it shall not affect the amendment to the Real Property Rules Consolidation Act.

The NPC Project Act​


Parliament notes:
(1) This Act would provide incentive for players to utilize their jobs on a daily basis.
(2) The bazaar would be an easy place for new players to immediately get involved, get a job, and start making money.
(3) NPCs could be utilized as a method of money printing at the discretion of the Ministry of Trade and Finance.

(4) Materials sold to NPCs could be used to subsidize paste material costs for public and private pastes.


Based on this, Parliament decides:
(1) To implement the NPC Project.

To fulfil this, Parliament projects the following expenses:
(1) £5,000-10,000 for the build and materials.

Further, Parliament projects the following administrative efforts:
(1) The Ministry of Development, the Ministry of Welfare, and the Ministry of Trade and Finance shall work together to complete this project as outlined in this bill.

AMENDMENT 01

Should the associated Motion to Amend pass, §4(1)(c) of the NPC Project Act shall be amended to read the following:
(c) Materials sold to the NPCs must be logged by the Ministry of Trade and Finance and published on a consistent basis.

AMENDMENT 02
Should the associated Motion to Amend pass, the NPC Project Act shall be amended in the manner described below.

The following new subsections shall be inserted at the end of §4 - Maintaining the NPC Project:
(2) The Ministry of Welfare may adjust the items which can be sold to each NPC as it sees fit. The Ministry shall provide reasonable notice to the public when exercising this authority.

(3) The Ministry of Trade and Finance may adjust the sell price for items sold to NPCs as it sees fit. The Ministry shall provide reasonable notice to the public when exercising this authority.

The following new section shall be inserted into the NPC Project Act after §4 - Maintaining the NPC Project, and all subsequent sections shall be renumbered appropriately:
5 - Relationship to Minted Items
(1) In exercising its authority under this Act, the Ministry of Welfare shall ensure that the NPCs buy items which:
(a) Are routinely minted by the government; or​
(b) Can be used to craft, smelt, brew, or otherwise produce items which are routinely minted by the government.​

AMENDMENT 03

Should the associated Motion to Amend pass, the NPC Project Act shall be amended in the manner described below.

§2(1) shall be amended to read the following:

(1) The following amendments shall be made to the Real Property Rules Consolidation Act:

10 - Paste policy
(1) The Ministry of Development shall have the sole power to paste, use creative mode, or use other means of spawning items, blocks, or materials for all public and private pastes.

(
2) The Ministry of Development shall be required to source 100% of the materials used within public pastes.
(a) The Ministry of Development may issue a public tender to source the materials.
(b) Temporary structures for events that are set to be deleted within 30 days shall be exempt from this provision.

(b) The minimum material requirement for private pastes shall be 100% of the materials used within the structure.
(3) Applicants for private pastes must pay 100% of the value of all materials used within the structure.

(a) The Ministry of Development shall determine the value of the materials used in line with guidance provided by the Monetary Bureau.
(b) The Ministry of Development may subsidize up to 50% of the total value of all materials used through the use of government tenders and the NPC Project.
(i) Up to 25% of the total value of materials used in the structure may be subsidized by items of equivalent value sold to NPCs.
(ii) All other subsidized materials must be sourced through tenders issued by the Ministry of Development for materials used in the structure, in quantities corresponding to the subsidized material value not provided through the NPC Project. (e.g. if the Ministry subsidizes £1,000 worth of cobblestone, and values cobblestone at £1 per block, the Ministry must issue a tender for 1,000 blocks of cobblestone.)

(
4) The Ministry of Development shall manage all administrative aspects of private pastes.
(a) This shall include the ability to charge a processing fee.

5) The Ministry of Development may promulgate further rules, policies, and requirements regarding pastes.

AMENDMENT 04
Should the associated Motion to Amend pass, §2 - Amendments to Other Acts shall be renumbered to §3, and all subsequent sections shall be renumbered appropriately.
