Establish a public drop box service to facilitate trade between players
1 - About this Act
(1) This Act:
(a) may be cited as the Drop Box Service Act.​
(b) may be numbered as P.B.04-018.​
(c) shall be enacted upon receiving assent from His Majesty the King.​
(d) has been authored by MP Capt11543.​
(e) has been co-sponsored by Minister of Justice SoggehToast.​

2 - Establishment of the Drop Box Service
(1) The Ministry of Internal Affairs shall establish, operate, and manage the Drop Box Service.

(2) The Drop Box Service shall facilitate trade between players by providing a central location for players to rent drop boxes for lawful purposes.

(3) The Ministry of Internal Affairs shall identify a suitable location for operating the Drop Box Service.
(a) The Ministry of Development shall provide any necessary property acquisition and construction assistance.​

(4) The Ministry of Internal Affairs may charge a reasonable one-time or periodic fee for use of the Drop Box Service.

(5) The Ministry of Internal Affairs may promulgate additional rules and policies consistent with applicable law regarding use and administration of the Drop Box Service.

The Drop Box Service Act​

Parliament notes:
(1) Commerce in Alexandria often takes the form of two players making simple transactions between themselves: money for items.
(2) Currently, to receive goods that they have purchased, a buyer must either be online at the same time as the seller, or have space to place a drop box.
(3) The government can provide space to place a drop box to new or economically vulnerable players.

Based on this, Parliament decides:
(1) To facilitate easier player-to-player trade in Alexandria.
(2) To establish a program to provide space for players to place drop boxes.

To fulfil this, Parliament projects the following expenses:
(1) Potential land acquisition and construction costs--these may be significant.
(2) Operational costs including paying employees to maintain the program.

Further, Parliament projects the following administrative efforts:
(1) Construction of the space--this may be significant.
(2) Implementation of the service, including land regioning, and promulgation of policy.
(3) Operational efforts including user support.
