Really Fix the Realtor Act​

1 - About this Act
(1) This Act
(a) may be cited as ‘The Real Realtor Fix Act’ or ‘The Double R Act’ for short.
(b) may be numbered as P.B.04-029.
(c) shall be enacted upon receiving assent from His Majesty the King
(d) has been authored by MP ConsequencesInc.
(e) has been co-sponsored by Prime Minister McBrittle419

2 - Amendments to the R.E.A.L.T.O.R. Act

(1) Section 4 - Realtor Profession shall be replaced with the following:

4 - Realtor Profession

(1) Players who are Realtors may own up to three (3) more residential or commercial plots than the standard player total.

  1. The standard total plot limit for a player shall be five plots of any kind (e.g., C, R, RC, etc.), unless otherwise noted in this Act or a superseding Act of Parliament.
  2. The standard plot limit total for a person, as defined in the §3 (4) of the Legal Entity Act, may be set to any integer by MoD policy.
    (a)This plot limit shall be added to the standard total plot limit outlined previously in §3 (1) of this Act.
    (i) For example, if the standard total plot limit for a player is 5, and the standard total plot limit for a person is 5, the total plot limit shall be 10.
    (b) The MoD may set additional policy regarding the application of this rule as it comes to the total number of plots a player may hold for a legal entity.

The Real Realtor Fix Act​

The Parliament observes the facts below:
(1) The power to regulate plot limits should to some degree be in the hands of the MoD through MoD policy.
(2) Currently, MoD policy already goes against this law.
(3) Given the controversy around fully giving MoD full plot power, Parliament will set a baseline limit while also giving the MoD further power to modify the plot limit upwards as necessary, as well as address plot limits afforded to legal entities.


Based on this, the Parliament decides:
(1) To implement the Real Realtor Fix Act.

To fulfil this, Parliament projects the following expenses:
(1) None.

Further, Parliament projects the following administrative efforts:
(1) The Ministry of Development will enforce existing policy regarding plot limits and adjust policy to ensure it is in line with the revised law.
(2) The Ministry of Development will develop policy to support the R.E.A.L.T.O.R. Act surrounding regulating Realtor licenses.

To implement the above, Parliament passes:

AMENDMENT 1

(1) Section 2 of this Act shall be amended to read as follows:
(1) Section 4 - Realtor Profession shall be replaced with the following:

4 - Realtor Profession

(1) Players who are Realtors may own up to three more residential or commercial plots than the standard limit for natural persons.

(2) No person, as defined in § 3(4) of the Legal Entity Act, may own more than 10 plots of any kind.
(a) The Ministry of Development may, through Statutory Instrument, set forth a more strict plot limit.
(b) The Ministry of Development may, through Statutory Instrument, set forth further restrictions on plots owned by legal entities.

(3) Within 30 days of acquiring a surplus plot, the Realtor must either
(a) list it publicly for resale; or
(b) file a Development Start Notice with MoD.
(i) Failure to do so authorizes the MoD to impose a £100 one-time fine and revoke the Realtor’s license.
(ii) A Development Start Notice must contain a rough timeline and plans for development.

(4) Failure to complete a development on time authorizes the MoD to impose a £100 one-time fine on the Realtor.

(5) Repeated failures to complete developments on time shall result in the revocation of the Realtor’s license.
(a) As long as it has not lapsed, a Realtor may apply to extend their development timeline with the MoD. Extensions are subject to the approval of the MoD.
(b) Extensions may only be granted one per development.

(2) The following paragraph (2) and (3) shall be inserted into Section 2 after paragraph (1) of the Act:

"(2) The numbering (1., 2., 3., etc.) in Section 3 shall be replaced with the known paragraph numbering system ((1), (2), (3), etc.).

(3) The numbering (1., 2., 3., etc.) in Section 5 and 6 shall be replaced with the known paragraph numbering system ((1), (2), (3), etc.). The subordinated numbering (1., 2., 3., etc.) in Section 5 and 6 shall be replaced with the known sub-paragraph numbering ((a), (b), (c), etc.)."
